About the Position: Incumbent serves as Chief, St. Louis District Real Estate Division, employee is responsible for performing program management, personnel supervisory, contract oversight, and related coordinative/representational work necessary for the development, planning, and administration of Division functions, as defined in the District Mission and Function Statement, applicable laws, regulations, policies, and establisehd program objectives.

Duties

Plans, directs, manages, monitors, coordinates and controls, administers, and terminates various projects and programs through subordinate Branch Chiefs and/or work leaders in accordance with delegated authority from higher headquarters. Provides guidance on the activities of employees engaged in managing, planning, programming, budgeting, scheduling and controlling real estate projects, appraising real property and interest therein. Makes decisions and provides guidance on technical or administrative matters presented by subordinate supervisors, team leaders and contractors. Serves as consultant and technical advisor for the District on all matters pertaining to real estate activities. Plans the real estate program for District consistent with overall work program and long-range objectives to be accomplished. Exercises delegated resource management/supervisory authority personally and through subordinates (supervisory and nonsupervisory) to promote productivity, effective program resource management and maintain high morale. Represents the District Commander and the District at briefings, meetings and conferences with Congressmen, high level Federal and State officials, and with local agencies and interests. Executes options, leases, sale and other agreements and documents resulting from the acquisition, disposal and management of real properties within the limits of authority delegated as a Real Estate Contracting Officer.

Specialized Experience: One year of specialized experience which includes providing recommendations based on subject matter expertise on real estate principles, policies and methodologies in property acquisition, planning, real estate management controls, disposals, leases, easements and/or licenses or permits; providing program direction and advice to subordinate organization elements; conducting operations within a large regional area involving complex issues; and administering various real estate contracts. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: LeadershipPlanning and EvaluatingProblem SolvingReal Estate Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
