About the Position: This position is located with the US Army Engineer District Nashville, Operations Division, Technical Support Branch in Nashville, TN. This position may be filled at the GS-07, GS-09, or GS-11 level. The target grade of this position is GS-11.

Duties

Utilizes FEM for tracking work orders, repairs, and repair costs for all major facilities. Identifies, illustrates and tracks performance trends, schedules, budget, manpower utilization or quality problems. Develops and provides a wide range of reports about projects to show status, trends and needs. Utilizes FEM and specialized software to mine maintenance data from sources including project FEM databases and the Electronic Data Warehouse (EDW). Performs adaptation and interpretation of data in order to identify any patterns, trends, problems, questionable data points, and areas of inefficiency. Makes recommendations on ways to improve maintenance processes and procedures that may help resolve problems, increase efficiency, and meet established maintenance management goals. Provides results in the form of written reports, oral briefings, emails, or other means.

OR Education: Successfully completed one full academic year of graduate-level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as, Business Administration, Financial Management/Accounting. (Note: You must attach a copy of your transcripts.) OR Superior Academic Achievement: Have successfully completed all the requirements for a bachelor's degree and am claiming Superior Academic Achievement. In order to be creditable under this provision, Superior Academic Achievement must have been gained in a curriculum that is qualifying for the position to be filled, such as that identified in B above. Superior Academic Achievement is based on: (1) Class Standing - You must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) Grade-Point Average (G.P.A.) - You must have a grade-point average of either (a) 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on your official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.; OR (3) Honor Society Membership - You may be considered eligible based on membership in one of the approved national scholastic honor societies listed by the Association of College Honor Societies (https://www.achsnatl.org/). (NOTE: You must attach a copy of your transcripts and/or verification of class standing for further verification.) OR Have the specialized experience as described above, but less than one year; and I have some graduate education as described above, but less than the required one year. Have computed the percentage of the requirements that meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). For GS-09: Specialized Experience: One year of specialized experience which includes utilizing a computerized maintenance management system (CMMS), databases, and a variety of software to analyze, interpret, and/or evaluate project maintenance data to determine the level of efficiency and effectiveness of maintenance management procedures and business practices; reporting evaluation results to management and staff; and/or providing advice and recommendations on needed improvements or corrections. OR Education: Master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Budget/Financial Management, Human Resource Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. GS-11: Specialized Experience: One year of specialized experience which includes utilizing a Facilities and Equipment Maintenance (FEM) computerized maintenance management system (CMMS), an array of databases, and a variety of specialized software to analyze, interpret, and evaluate project maintenance data for the purpose of determining the level of efficiency and effectiveness of the projects' maintenance management procedures and business practices; reporting results of evaluations to management and staff; and providing advice and recommendations on needed improvements or corrections. OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Budget/Financial Management, or Human Resource Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
