This position is located in the Design & Construction Project Section, Engineering Service, at the VA Northern Indiana Medical Center, Marion, Indiana. The primary purpose of this position is to serve as an Engineering Design and Construction Section, Engineering Technician. This is an OPEN CONTINUOUS ANNOUNCEMENT and will remain open until February 29, 2023 or until the position is filled.

Duties

The duties of the Engineering Technician includes but are not limited to: Oversees and inspects construction work, purchases, and station project work to assure conformance with plans, specifications, and applicable codes. Coordinates and plans projects with the Medical Center staff, consultants, vendors, and contractors. Prepares plans, specifications, and estimates for complex projects (i.e. multi-disciplinary architectural, fire and safety, mechanical, plumbing, electrical, telecommunication, analog and digital electronics, and hazardous material abatement design). Performs field investigations and measurements to gain first-hand knowledge and to gather architectural and engineering data necessary to document conditions for design, construction, and engineering records. Prepares project documents requesting authorization and funding (i.e. detailed project description, justification, selection methodology analysis, prioritizing and scoring, workload and space criteria analysis, environmental impact analysis, estimating project costs, recurring and non-recurring expenses). Administers contracts for compliance, evaluates submissions, and processes payment applications and invoices within required time frames. Initiates all required correspondence pertaining to supplemental agreements, specification changes, etc. when designated as Contracting Officer. Responsible for all aspects of service contract oversight, including initial development and installation. Reviews preliminary design drawings and specifications for errors, omissions and technical soundness. Processes all required progress reports and payments on monthly basis as required in accordance with pre-established timeframes. Maintains timely progress records, logs, reports, and documents. Prepares working drawings of proposed work to include field measurements, elevations, and other pertinent information. Performs a variety of computer-aided drafting assignments that requires versatility in the application of all drawing techniques and practices. Stores drawings and space survey of the medical center to ensure an accurate and up-to-date documents Assists in maintaining accurate and completed documentation of the inspection and test reports. Attends scheduled training sessions and participates in facility or service level safety promotions as directed by supervisor. Performs other duties as assigned. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 02/29/2024. Requirements: A. Education. Successfully completed a Ph.D. or equivalent doctoral degree, or 3 academic years of progressively higher-level graduate education that is directly related to the work of the Engineering Technician position, such as engineering, construction, or industrial technology. OR B. Specialized Experience: You must have one year of the below specialized experiences equivalent to at least the next lower grade GS-10 in the normal line of progression for the occupation in the organization. Examples of qualifying specialized experience include technical work in: drafting, surveying construction estimating, physical science, mathematics, aerospace, architecture, chemicals, electrical or mechanical systems, mining, petroleum, or nuclear systems. Experience in a trade or craft may be credited as specialized experience when the work provided intensive knowledge of engineering principles, techniques, methods, and precedents. Examples are trade positions with substantial developmental, test, or design responsibilities such as: Planner and estimator who analyzed designs for production purposes. Instrument maker or model maker who performed design or development work on devices fabricated. Additional specialized experience includes: Project management experience overseeing design or construction projects; and AutoCAD experience in drafting/design; OR C. Combination of Education and Specialized Experience. Equivalent combinations of successfully completed graduate level education and specialized experience, as described above. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-10. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: work involves regular sitting, may require some physical exertion long periods of standing, walking, bending, climbing, and crawling in or around the facility and construction sites, field inspections, or to observe and study work operations in an industrial, storage, or comparable work area. Work hours can vary from the norm depending upon the circumstances surrounding project performance, which can entail night, weekend, and/or extended work hours. Work may also include frequent lifting of moderately heavy items weighing less than 50 pounds (i.e., 23 kilograms), such as equipment and samples. Work Requirements: Work is occasionally performed in construction areas with inherent hazards and can include areas of adverse environments which contain suspended dust and other particulates, have high ambient or impact noise levels, resonate with vibrations, or range in temperature and humidity extremes. The majority of the work is involved in "clean" construction areas and office settings. Special safety precautions such as protective clothing and gear may be necessary as the work involves regular and recurring exposure to moderate risks, discomforts, and unpleasantness such as: high noise levels, infectious materials, or toxic or irritating chemicals; dust, auto exhaust; high winds and low or high temperatures; adverse weather conditions; contagious diseases; carcinogenic materials; flammable liquids; radiation. The actual grade at which an applicant may be selected for this vacancy is GS-11.
