This position is in the Nutrition and Food Service at the VA Manchester Healthcare System. The Health Technician (Dietetic) provides administrative and customer service support for the hospital food service program.

Duties

Major duties and responsibilities include: GS 5 duties: The incumbent will practice excellent customer service skills in all forms of communication, either via telephone, e-mail or in-person. The incumbent must also practice proper business telephone etiquette while answering the phone. When communicating with customers, incumbent will be pleasant, friendly, personable, and professional. Incumbent will welcome callers courteously and identify themselves/ the service/ the organization. Communicates effectively via telephone and in-person and uses strong listening and speaking skills. Properly operates telephone equipment in order to transfer or place calls on hold. The incumbent will consider both verbal and nonverbal aspects of communication. The Incumbent will maintain the vital connection between Nutrition Communication Center (NCC) Associates, Registered Dietitian, higher graded dietetic technicians, food service staff, Nursing, patients and guests. NCC Associate will follow local-facility policies and standard procedures for patient feeding, including but not limited to missed patient meals, late tray requests, patient meal ordering, and adherence to prescribed therapeutic diet. GS 6 duties: Responsible for resolving IT issues relating to integration of VISTA, Get Well Network/Touch Tone Dining and Nutrition and Food Service System, i.e., Computrition, or any other Commercial Off-The-Shelf (COTS) program. Develops and updates nutrient data base on nutrition analysis of menu items served. Responsible for making menu/recipe changes and all necessary updates in food service system (any COTS program). Ensures that all recipes are standardized and costed. Performs system updates as needed to ensure efficiency and accuracy of system. Maintains the overall quality of the NFS computer operations and provides input for implementing new and modified programs. Consults with COTS contractor when unable to resolve issues internally. Assures menus (electronic or paper) are set up in a user-friendly manner for Veterans. Trouble shoots and resolves all electronic or paper menu issues throughout facility. Consults with clinical nutrition staff to resolve tray ticket issues with complex diets. As needed, develops and maintains Veterans' database. Responsible for creating electronic reports per local standard operating procedure (SOP) and worksheets necessary for food service operations. Provides training for all Nutrition and Food Services (NFS) employees on computer systems and security issues. Follows all applicable regulations and law regarding the use of computer operations systems, software, electronic documents and files, activating printers, managing reports, utilizing intranet and internet resources, and managing e-mail and calendar functions. Work Schedule: Rotating shifts 6:00am-230pm, 8:00am-4:30pm, 11:00am-7:30pm 40 hrs/wk. including weekends and holidays. To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/18/2023. Minimum Qualification Requirements: English Language Proficiency: 38 U.S.C. 7402(d): In accordance with 38 U.S.C. 7402(d), No person shall serve in direct patient care positions unless they are proficient in basic written and spoken English. You may qualify based on your experience and/or education as described below: Specialized Experience GS5: You must have one year of specialized experience equivalent to at least the next lower grade GS-04 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: experience where you applied knowledge of quantity food service operations, proper nutrition, food items and appropriate quantities; working with clients, patients, and/or, customers to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; use computers, software applications, databases, and automated systems to accomplish work. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have successfully completed a full four (4) year course of study leading to a bachelor's degree, with a major study or at least 24 semester hours in subjects directly related to this position (i.e. nutrition, dietary therapy, food and nutrition science, food service systems management, etc.). This education must have been obtained in an accredited business or technical school, junior college, college or university for which high school graduation or the equivalent is the normal prerequisite. NOTE: Transcripts (unofficial or official) must be submitted with your application materials. Education cannot be credited without documentation. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an equivalent combination of successfully completed post-high school education (beyond the second year) and specialized experience, as listed above. The education portion must include courses directly related to the work of the position (i.e. nutrition, dietary therapy, food and nutrition science, food service systems management, etc.). This education must have been obtained in an accredited college or university. NOTE: Your experience must be documented in your resume and transcripts are required. Time in Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Specialized Experience GS6: For this Health Dietetic Technician, GS-6, you must possess at least one (1) year of progressively responsible specialized experience equivalent to the next lower grade (GS-5) in the field of dietetic technology in which you have demonstrated successful use on the following: (1) Specialized knowledge of computer systems and programs' interrelationships to ensure efficient and accurate operations in the NCC. Includes knowledge of multiple computer systems which include but are not limited to any COTS program, CPRS, VISTA, Get Well Network Interactive Patient Care system/Touch tone dining, electronic menu modules. (2) Comprehensive knowledge of computer systems (as listed above) and equipment to identify and resolve errors. (3) Knowledge of modified diet therapies and medical nutrition therapies for health and a wide variety of disease states. (4) Knowledge of information security requirements. (5) Knowledge of NFS policies and procedures related to the clinical section, food service and production to ensure optimal patient safety. (6) Knowledge and skill in handling patient problems and complaints related to NFS in accordance with established policies and procedures. (7) Knowledge of education techniques and leadership skills in order to conduct NFS training and provide guidance to NCC employees. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work requires walking, standing, bending, lifting and carrying of light items, such as food trays, instruction materials, books, and manuals. NCC Associate functions require long periods of sitting and moving about in an office environment, including repetitive motion activities of the hands and fingers for extensive keyboard and computer mouse use, and office tasks such as answering and holding a telephone phone, and writing. The work may require walking indoors, outdoors or to and from other areas of the medical center. It may be necessary to lift and/or push equipment. Incumbent is subject to periods continuous standing, sitting, walking and frequent stooping, reaching, pushing, pulling, and bending. Frequently lifts or moves objects weighing up to 20 pounds.
