The duties of the Supervisory Prosthetic Representative are to administer, supervise, or perform work concerned with rendering prosthetic and sensory aids services to disabled patients.

VA Careers - Prosthetics: https://youtube.com/embed/3NUvF5jjErQ MAJOR DUTIES: Duties include but not limited to: Planning, developing, and directing a Prosthetic and Sensory Aids Program at the local level; Serving as an advisor to clinicians with regard to selection, prescription, and acquisition of prosthetic devices involving furnishing information concerning such matters as new developments in the field of prosthetics and sources of supply for such devices; Interpreting prescriptions of clinicians in order to make certain that proper prosthetic devices are selected for, or by, the patients; Authorizing the purchase, fabrication or repair of prosthetic devices; Maintaining continuous liaison with manufacturers and dealers of prosthetic supplies, inspecting their facilities and services and participating in the award of prosthetic appliance contracts; and Giving technical and administrative advice and assistance on prosthetic problems to other facilities. Develop local organizational policies and procedures consistent with national policies and procedures Develop Statement of Work for Service Contracts Process and maintain Contracting Officer Representative (FAC-COR - LEVEL II) certification Establish long and short-term program goals Responds to a variety of correspondence, i.e., contractors, home oxygen program issues, and congressional Assess and provide technical guidance concerning equipment and benefits to beneficiaries and other healthcare workers Adjusts workload and develops performance measures. Implements new local and national guidelines Develop tools that allow monitoring of a quality assurance program Analyze, review, and evaluate the results of various monitors and databases. Confers with contractors and other health care workers. Interview veterans and inspect prosthetic equipment/appliances. Conduct home and vendor visits to determine contractor compliance with the Statement of Work and evaluations for recommendations regarding home modifications. Inspect and recommend approval of contractor prosthetic shops Implement Joint Commission standards of care Coordinate specialty clinics which include wheelchairs, amputees, Major Medical Equipment Committee (MMEC), Preventive Amputee Care Team (PACT), etc. Ensure clinic decisions are implemented. Manages, maintains and controls inventory. Serves as technical advisor and subject matter expert Participate in team discussions about program goals for implementation purposes. Represents the department in public relations activities i.e., lectures, town halls and in-services. Administers personnel management rules, regulations, procedures Understand the unique characteristics of sites for which responsible Participates in national initiatives, intra-agency workgroups, and/or committees Assists in drafting/recommending national policies or directives. This work requires the application and interpretation of laws concerning benefits available to disabled patients and of the regulations, procedures, and practices based there on and, in addition, a specialized knowledge of the medical and psychological problems directly related to the use of prosthetic devices; and a specialized knowledge and understanding of the fabrication and satisfactory fitting of prosthetic devices. The administrative aspects of the work require an understanding of statistics, budgeting, contracting, procurement, human resources, the National Prosthetic Patient Database, inventory management and a knowledge of the Prosthetic national software package. The incumbent must have analytical ability, social awareness, tact and diplomacy, and good communication skills. He/she must possess knowledge of established management principles, concepts and methodology to identify, analyze and resolve managerial and administrative issues or problems of a procedural of factual nature. The Representative must be able to anticipate the need for action. He/she must also possess the ability to deal effectively with individuals and groups and to adjust to difficult or stressful situations. Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met. Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy. Experience or Education: Individual must meet one of the requirements below. 1. Experience. One year of creditable experience that demonstrates: Knowledge of basic anatomy and medical terminology; knowledge of accounting methods; ability to research, analyze, comprehend, and apply decisions; basic knowledge of inventory management procedures; ability to use computer software packages for word processing, spreadsheet development, and database management; and ability to work independently and as a member of a team; OR, 2. Education. A Bachelor's degree from an accredited educational institution AND at least 24 semester hours in course work related to health care, public administration, or business. The 24 semester hours could include but is not limited to any combination from the following fields: occupational therapy, physical therapy, kinesiotherapy, social work, psychology, prosthetics, orthotics, respiratory therapy, assistive technology, business law, leadership, healthcare, public administration, or business management. This course work may have been completed within the degree or in addition to the degree; (A COPY OF YOUR TRANSCRIPT MUST BE SUBMITTED WITH YOUR APPLICATION) OR, 3. (Experience/Education Combination) Equivalent combinations of creditable experience and education that equals 100 percent may be used to meet this requirement. Grade Determination GS-12:Specialized Experience: One full year of experience equivalent to the next lower level (GS-11) and demonstrates the Knowledge Skills and Abilities (KSAs): Ability to perform the full range of supervisory duties, including responsibility for assignment of work to be performed; assessment of competencies; evaluation of performance; selection of staff; and recommendation of awards, advancements, and disciplinary actions. Ability to analyze data and make recommendations to optimize quality, efficiency, performance, and productivity within the service. Ability to manage a health care program that provides home medical equipment, rehabilitation services, home oxygen, visual or hearing impairment devices, assistive technology, orthotics, or prosthetics. Knowledge of compliance and regulatory accrediting organizations. Ability to manage, interpret, and present fiscal data (i.e. fund controls, contracts and equipment expenditures), forecast resource and equipment needs, and administer an allocated budget. May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria). Preferred Experience: Minimum of 3 years of documented experience in coordinating specialty programs in Prosthetics and Sensory Aids and management of resources to include, personnel, budget and space. Physical Requirements: The work is primarily sedentary but also requires some standing, walking, bending, lifting and carrying of light items. The work requires above average agility and dexterity. The work may require the incumbent to assist with moderately heavy lifting or to assist patients transitioning from sitting to standing position and vice versa.
