The primary purpose of this position is: To provide professional prevention educational and substance abuse demand reduction resiliency services in support of the Joint Base Elmendorf-Richardson (JBER) Army Substance Abuse Program (ASAP) requirements and initiatives.
Duties
Designs, develops, coordinates, and implements the Prevention Education and Community Outreach component of Army Substance Abuse Program to include establishing annual goals, objectives and milestones for military and civilian employees, their family members, military retirees, and personnel of other tenant or supported elements.
Provides professional advisory services and training to other health care professionals, installation personnel, and community agencies concerning primary and secondary prevention programs.
Serves as the community liaison with military and civilian agencies to promote timely information exchange, coordinate collaborative prevention efforts, and establish resource links and community partnerships.
Responsible for marketing and marketing evaluation activities.

- A Bachelor's Degree in a behavioral or social science field such as psychology, social work, counseling or related field is required and a Master's degree in a related discipline is highly desired.
- Work may occasionally require travel away from the normal duty station on military or commercial aircraft during unconventional work hours.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions, + Individual Occupational Requirements (IOR) Social Science Series 0101.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: A Bachelor's degree (or higher degree) in social science; or related disciplines appropriate to the position; NOTE: You must submit a copy of your transcripts.
OR
Combination of Education/Experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field; NOTE: You must submit a copy of your transcripts.
OR
At least 4 years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. NOTE: You must submit a copy of your transcripts.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes using a working knowledge of industry best practices and the precepts, methods and techniques of instructional systems to design, evaluate, revise or develop Army Substance Abuse Program (ASAP) Plans of Instruction (POIs); apply professional educational diagnostic techniques to individuals, families and work systems and evaluate community/unit awareness education strategies, programs and activities. 2) Providing knowledge of complex helping systems, such as substance abuse treatment; prevention/awareness techniques; child and family prevention outreach services and the multiple uses of such milieus to effectively deliver awareness education to combat high risk behaviors. 3) Applying professional community organization skills related to the formulating of community needs assessments, development, and marketing of prevention programs. 4) Developing and executing comprehensive and multi-level target group orientated installation substance abuse campaigns for the overall well-being of the community and specified target groups. 5) Assessing and measuring widely diverse individuals/groups and developing a plan of action to address varied prevention issues and treatment outcomes as they apply to the ASAP program and its tenets. 6) Communicating effectively, orally and in writing.

EDUCATION: Successfully completed at least two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in a major directly related to the position of Drug and Alcohol Prevention Coordinator. This education was received from an accredited University, College, etc. NOTE: You must submit a copy of your transcripts.
OR
COMBINATION OF EXPERIENCE AND EDUCATION: : A combination of education and experience that provided the applicant with knowledge of one or more of the social sciences equivalents to a major in the field; may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of your transcripts.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time--in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of industry best practices and the precepts, methods and techniques of instructional systems to design, evaluate, revise or develop ASAP Plans of Instruction (POIs); apply professional educational diagnostic techniques to individuals, families and work systems and evaluate community/unit awareness education strategies, programs and activities.

4. Skill to communicate effectively, both orally and in writing, with minimal corrections.
5. Ability to develop and execute comprehensive and multi-level target group orientated installation substance abuse campaigns for the overall well-being of the community and specified target groups.
6. Ability to assesses and measure widely diverse individuals/groups and succinctly develops a plan of action to address varied prevention issues and treatment outcomes as they apply to the ASAP program and its tenets.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
