You will aid in strategic planning initiatives in developing goals and objectives for BCOPC/CBOCs and ensure they are aligned with Medical Services and the Miami VA Healthcare System initiatives and translates these into specific actions and policies.

Duties

Analyzes problems that are unique to the VA System with its broad program missions, complex administrative management problems, rapid fluctuation in program priorities and requirements, and the many conflicts between program requirements and available resources. Maintains and improves systems of delivering healthcare by analyzing and assessing and then developing better processes and policies; improving utilization of resources; designing and overseeing needed changes. Responsible on a day-to-day basis for coordinating and facilitating the administrative functions within BCOPC/CBOCs. Aids in strategic planning initiatives in developing goals and objectives for BCOPC/CBOCs and ensures they are aligned with Medical Services and the Miami VA Healthcare System initiatives and translates these into specific actions and policies. Conducts special analytical studies to resolve critical programmatic, organizational, or functional problems that require special skills in the application of scientific methodologies in problem solving, identifying feasible alternatives, and resolution of program problems, complaints, and grievances by applying important communication, motivational, and leadership skills with respect to advising, instructing, and consulting with program elements. Administers programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management. Coordinates and participates in disciplinary actions and responds to appeals and grievances. Develops the need and maintains an awareness of available resources. This includes budget formulation, justification, and execution; financial management; and financial reporting. Coordinates and analyzes internal review activities of BCOPC/CBOCs to ensure that both clinical and administrative functions are in compliance with VHA directives and standards issued by various accrediting and regulatory groups including the Joint Commission, Office of the Inspector General, the General Accounting Office, Board Medical Examiners, etc. Develops, interprets, applies, and integrates objective criteria and acceptable standards for use in monitoring activities. Develops and implements long and short-range policies and plans. Serves as Contracting Officer Technical Representative (COTR) for all BCOPC/CBOCs' contracts and leases. Work Schedule: Monday-*Friday, 7:30 a.m. - 4:00 p.m. Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: analyzing, assessing and developing processes and policies; improving utilization of resources; designing and overseeing needed changes; coordinating and facilitating administrative functions; aiding in strategic planning initiatives in developing goals and objectives; participating in committees tasked with the alteration of existing physical structures, the designing of new space and suggestions for space allocation; administering programs concerning such matters as equal opportunity, merit promotion, labor management relations, and position management; developing and coordinating internal review systems to ensure that both clinical and administrative activities are in compliance; completing budget formulation, justification, and execution; financial management; and financial reporting for supplies, equipment, contracting services, and all other general operating expenses; performing specialized tasks such as narcotic inspections, warehouse inventory verification, agent cashier audits, Administrative Investigative Board, Root Cause Analysis etc. and other miscellaneous investigations; coordinating and analyzing internal review activities; serving as Contracting Officer Technical Representative (COTR). Administration and ManagementAnalytical ReasoningProblem Solving Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Requires occasional travel since the CMO has oversight responsibility for Broward County Outpatient Clinic and all CBOCs.
