The primary purpose of this position is to serve as a developmental technical point of contact and staff engineer/scientist position advising on projects and programs responsible for planning, research, design, development, test, evaluation, integration, acquisition, dissemination, sustainment, modification, electronic systems to support organization's mission objectives.
Duties
1. Provides technical expertise over systems engineering/computer science and technical integration for the planning, design, development, and analysis of Air Force Enterprise cyberspace systems, subsystems, and foundational infrastructure.
2. Provides technical guidance, consultation support, and assistance on projects and/or major phases for broad and varied operations.
3. Provides technical expertise, advise, and guidance for preparation of Cyberspace infrastructure systems plans, designs, and specifications for Air Force Enterprise programs and projects in the network optimization and hardening areas.
4. Performs critical engineering/computer science analysis and implementation of cyberspace infrastructure systems and subsystems.
5. Accomplishes professional development and maintains technical proficiency through professional interaction with technical and professional societies, associations, academia, symposia, contractors, research, and development (R&D) organizations, and participation in formal training programs.

Qualifications
Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
A bachelor's degree or Higher in Engineering: To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties) and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. OR
Combination of education and experience-college level education, training and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
Professional registration or licensure-Current registration as an Engineer Intern (EI), Engineer in Training (EIT) or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other mean of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. NOTE You MUST submit a copy of your current registration as an Engineer Intern/Engineer In Training or a copy of your license as a professional engineer.
Written Test-Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam and Puerto Rico. NOTEYou MUST submit a copy of your successful completion of the Fundamentals of Engineering examination or other written test for professional engineer registration.
Specified academic courses -Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.NOTE You MUST submit a copy of your transcripts
Related curriculum - Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology or geology may be accepted in lieu of a degree in engineering provided the applicant had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. NOTE You must provide a letter of reference stating you have at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT: (For Computer Science series)
EDUCATION: Must have a Bachelors degree in computer science or bachelors degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. NOTE You MUST submit a copy of your transcripts
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
GS-854/855/1550-7 SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience at the next lower grade GS-05 or equivalent in other pay systems. Specialized experience includes applying basic engineering/computer science theories, concepts, principles, and methods to perform basic assignments; assisting with providing program support and assisting with advising on projects involving engineering/computer science to improve network optimization.

Specialized experience includes applying engineering/computer science theories, concepts, principles, and mathematics to performing engineering/computer science assignments; advising on projects and providing technical program support to integrate and improve network optimization.

Specialized experience includes applying engineer/scientist concepts to planning, designing, directing, analyzing design and systems, advising on projects with usual complexity systems involving engineering/computer science and testing, developing, and integrating concepts in network design and optimization areas.
Education
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-5 level is required to meet the time-in-grade requirements for the GS-7 level. One year at the GS-7 level is required to meet the time-in-grade requirements for the GS-9 level. One year at the GS-9 level is required to meet the time-in-grade requirements for the GS-11 level. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of engineering, mathematics, statistical analysis, modeling/simulation, computer science, and/or other scientific concepts, principles, standards, methods, techniques, practices, and procedures; and skill, judgment, resourcefulness, originality, and ability to apply changing technology to conventional and nonconventional computer system network solutions.
2. Knowledge and understanding of agency, AF, Department of Defense (DoD) and national-level doctrine, regulations, policies, guidelines, requirements, and initiatives related to assigned program(s) and/or project(s).
3. Broad knowledge of cyberspace systems and infrastructure technologies such as computer systems, digital communications systems, network protocols, and computer architectures; and cyberspace security analysis tools and techniques.
4. Knowledge of security procedures to maintain control of classified material.
5. Skill in applying analytical and evaluative techniques to identify, investigate, resolve complex issues or problems, and modify standard practices and techniques to solve complex interrelated problems.
6. Ability to communicate effectively both orally and in writing, in order to produce highly technical reports, position papers, and briefings; resolve conflicts based on mature judgment and experience; effectively negotiate complex issues; and maintain good working relationships.
This position is a developmental (e.g.:GS-07 Target GS-12) position. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-07). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor.
