The primary purpose of this position is to manage all VTS and BT program activities, including patient transport, Special Mode Travel (SMT), mileage, reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers and common carrier transportation. The position also supervises/ensures the VTS and BT process comply with regulatory guidance while assuring program effectiveness.
Duties
The incumbent serves as a Supervisory Mobility Transportation Specialist - Mobility Manager and manages all Veterans Transportation System (VTS) and Beneficiary Travel (BT) Program activities, including patient transport, Special Mode Travel (SMT), mileage reimbursement claims, transportation contracts, 911 ambulance claims, inter-facility transfers, and common carrier transportation. The position supervises/ensures the VTS and BT processes comply with regulatory guidance, while assuring program effectiveness. They serve as the Contracting Officer Representative for all transportation contracts, including common carrier, Special Mode, ambulance, and air ambulance. The incumbent is also responsible for working with state Veterans and Transportation Agencies and local transportation providers to establish expanded transportation networks to improve Veterans access to care.
Qualifications

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service that has given the applicant the particular knowledge, skills and abilities required to successfully perform the duties of a Supervisory Mobility Transportation Specialist - Mobility Manager, experience that demonstrated a knowledge of the transportation function(s) of the position and that is typically in or related to the work of the position to be filled. Specialized experience includes: managing a transportation program within a medical facility; managing program activities such as patient transport, ambulance claims, and common carrier transportation; planning and directing administrative activities within a transportation system; analyzing and evaluating information pertinent to the efficient and effective operation of a transportation program (such as review of outpatient data relative to no-show rates, cancellation rates, patient waiting times, appointment delays, beneficiary travel expenditures, etc.); and providing leadership/supervision, instruction/counsel to employees. NOTE: Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week. OR,
Substitution of Education for Experience (transcript required): Requires successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related, with a major study in accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist - Mobility Manager position. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of the position. . OR,
Combination of Education and Experience: Equivalent combination of successfully completed graduate level education (beyond the second year) and specialized experience, as described above, may be used to meet total experience requirements for this grade level. The education portion must include graduate courses that demonstrate the knowledge, skills, and abilities necessary to do to the work of the position such as accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, or other fields related to the Supervisory Mobility Transportation Specialist position-Mobility Manager..

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. Travel will be required on a periodic basis. Work is typically performed in an adequately lighted and climate-controlled office within a VA Medical Center.
