The primary purpose of this position is to serve as an experienced intelligence analyst engaging in target intelligence production standardization and quality control review, Boards, Bureaus, Centers, Cells, and Working Groups (B2C2WG) management, and target vetting/target list management coordination and execution to enable the validation of targets to USSTRATCOM target lists.
Duties
Manages target intelligence production standardization and quality control.
Serves as a functional authority on target vetting and target list management issues for Command leadership.
Manages preparation and execution of USSTRATCOM's Target Development Working Group (TDWG).
Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management.

Qualifications
This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the full range of intelligence research, analytic principles, and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to perform and evaluate target analysis. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
Expert knowledge of, and the ability to apply, joint targeting doctrine / regulatory policies and targeting tools in the production of intermediate target development and target lists, as well as the role of intelligence capabilities in support of contingency and crisis action planning.
Knowledge of the full range of intelligence research, analytic principles, and collection methods, techniques, and practices to use multi-source intelligence information systems to capture data in order to perform and evaluate target analysis.
Knowledge of the national intelligence community and DoD structure, organizations, missions/functions, interrelationships, and operations.
Skill in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior level audiences for decision-making purposes.
Ability to assimilate disparate data; to render relevant, knowledgeable, and accurate assessments of the implications of such data; and to apply facts and estimates derived from numerous sources to a variety of problems.
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
CONDITIONS OF EMPLOYMENT CONTINUED:
This position is designated by the Air Force as a testing designated position under the civilian drug-testing program. It is mandatory for the incumbent to refrain from the use of illegal drugs and misuse of prescription medication. If requested, the incumbent must submit to urinalysis testing.
The employee may be required to work irregular tours of duty and other than normal work hours including evenings, weekends, and/or holidays. Shift work will be required when supporting 24/7 operations during exercises, war games, and/or actual crisis scenarios.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
