Duties

As the "Principal Deputy Associate Administrator for Infrastructure" you will: Represents the Associate Administrator by providing innovative solutions, strategic leadership, direction, and planning for the development and execution of an integrated NNSA infrastructure program that meets program requirements and advances safety, security, and environmental stewardship in the near and long-term for both major facilities and base infrastructure. Develops innovative policies and programs that advance and accelerate the delivery of successful individual projects and the entire portfolio of programs while managing risk. Assists the Associate Administrator in estimate project costs; projects with special nuclear materials safety, security, and safeguards constraints; and provides project and program management direction and oversight of the maintenance, operations, and modernization efforts for base infrastructure. Serves as the senior official responsible for the NNSA project management program, ensuring the organization's accountability and performance in the areas of project management, alternative financing, project management training and development, and the overall mission effectiveness and capabilities of a multi-billion-dollar construction and project portfolio. Develops and ensures appropriate innovative program and project controls to detect and ensure efficient and effective execution of programs, projects, and portfolios within cost, scope, and schedule requirements.

Candidates must fully address all Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs) in order to receive consideration. Your responses must demonstrate possession of these qualifications; typically acquired through education, experience, or training, and reflect progressive development and achievement in managing a comprehensive program and/or organization. Please provide examples that are clear, concise, and emphasize your level of responsibility, the scope and complexity of programs managed, program accomplishments, policy initiatives undertaken, and level of contacts. All qualified candidates will be evaluated on the relevance of their experience, education, training, self-development, honors, awards, and outside activities. Applicants currently serving under a career Senior Executive Service (SES) appointment; eligible for reinstatement into the SES; or have successfully completed an SES Candidate Development Program (CDP) approved by OPM are not required to address the ECQs; but MUST address all MTQs. Executive Core Qualifications (ECQs): A supplemental narrative must be uploaded and attached to your application addressing each ECQ listed below. The ECQs were designed to assess executive experience and potential, not technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions. All applicants must submit a written narrative to address the ECQs. Your narrative must address each ECQ separately and should contain one or two examples per ECQ describing your experiences and accomplishments/results. The narrative should be clear, concise, and emphasize your level of responsibility, scope and complexity of programs managed, program accomplishments, policy initiatives undertaken and the results of your actions. Applications directing the reviewer to search within the application or to see the resume are considered incomplete and may not receive further consideration. The narrative must not exceed 10 pages. There are five ECQs: ECQ 1: LEADING CHANGE: Ability to bring about strategic change, both within and outside the organization, to meet organizational goals and establish an organizational vision and to implement it in a continuously changing environment. ECQ 2: LEADING PEOPLE: Ability to lead people toward meeting the organization's vision, mission, and goals and provide an inclusive workplace that fosters the development of others, facilitates cooperation and teamwork, and supports constructive resolution of conflicts. ECQ 3: RESULTS DRIVEN: Ability to meet organizational goals and customer expectations, and make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks. ECQ 4: BUSINESS ACUMEN: Ability to manage human, financial, and information resources strategically. ECQ 5: BUILDING COALITIONS: Ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs: MTQ 1:Describe your experience providing oversight to senior contracting staff involved in cradle to grave acquisition of multi-million dollar, highly complex mission-essential contracts including major systems acquisitions, management and operating (M&O) contracts and federally funded research and development centers (FFRDC). MTQ 2:Describe your knowledge and skill involving Federal acquisition policy and reform issues significantly impacting the vitality of a scientific/engineering enterprise. MTQ 3: Describe your experience partnering with other leaders to develop mission strategies, establishing and communicating priorities, within the organization and to external stakeholders, overseeing infrastructure investments (include the value of the portfolio managed), and directing in-house and contractor operations for a complex enterprise (including both technical and support personnel) to achieve modernization, sustainment, and mission success. Provide examples of challenges faced and how they were addressed. Failure to submit a narrative statement addressing each of the MTQs will cause your application to be deemed incomplete and not be considered.
