This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command.
It is in the Professional Work Category at the Senior Work Level within the CES Occupational Structure. It is located in the DISA ACQC/SERVICES PEO.
Duties
Provide technical guidance to staff on IT issues that involves new or existing software. Analyze, refine and translate functional requirements into applications, planning, determining and designing systems application architecture.
Serves of the Contracting Officer Representative (COR) for software development, sustainment and maintenance, and license contracts.
Works with customers elicit and capture requirements and performs market research on Commercial Off The Shelf software solution to fulfill those requirements, including test applications, assuring software and system quality and functionality.
Mastery of, and skill in, applications system design and system development tools. Develop policies, procedures and implementation for assigning software licenses that support user requirements.
Review, analyze, and resolve extremely difficult and highly, complex information management system problems.
Designs user interfaces; working with users to test applications; assures software functionality; integrates system components; writes documentation; evaluates new software; ensures the rigorous application of information security/assurance policies.
Performs research to determine the nature/scope of requirements or changes to be developed, the amount and type of source data to be utilized and the end products to be produced for client/server applications developed in a database environment.

- This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
- This position is required to obtain and maintain a SECRET security clearance.
Qualifications
In order to qualify for this position, you must meet the requirements described below.
Qualifying Experience:
To qualify at the GG-13, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service.
For this position, qualifying experience is defined as: Experience in the design, documentation, development, modification, testing, installation, implementation, and support of new or existing applications software. Provides occupational, technical, and analytical advice. Have extensive knowledge of the information systems.

Education
