The Supervisory Diagnostic Radiologic Technologist (MRI) has full administrative and professional responsibility for planning and directing the work of subordinate technologists. This Position is located at the Charlotte Health Care Center and falls under the umbrella of the W.G. Bill Hefner VA Medical Center.

Duties

Position Function & Job Duties: -First level supervisor with all duties associated with the MRI section. The MRI supervisor will be the direct/ first line supervisor for MRI Technologists in assigned clinical site. -Takes appropriate disciplinary actions with guidance thru VA directives and AFGE involvement as deemed necessary and proposes to higher authority a specific disciplinary action based on the problem and facts -Coordinates work performed by the MRI technologists and serves as a subject matter expert for all the MRI staff. -Recommends and submits information to the second level supervisor for changes that may increase or reduce costs, affect employees' status, limit services rendered, or affect work outside the MRI section. -Maintains workload demands including justifying changes in staffing levels, priorities, and deadlines to ensure timely care is affected. -Submits special budget requirements to the second level supervisor for the MRI section. -Works with MRI Safety Officer to coordinate and supervise quality assurance activities of the MRI Department. -Ensures that adequate quantities of supplies are available to meet workload/ patient care demands. -Makes changes in workflow or assignment of functions to improve workflow, promote job satisfaction, increase productivity, ensures emergent work is done promptly, and all services are rendered efficiently. -Ensures and documents new technologist training of MRI procedures to include head, neck, thorax, abdomen, pelvis, extremity, and vascular exams, and other specialty procedures. Insures all mandatory educational training is completed by all staff. Assists in the clinical and didactic training of students. -Develops formal orientation, training, and evaluation programs. Recommends, coordinates, and evaluates new or modified procedures/protocols. Instructs technologists on specialized tasks and new/modified procedures and policies. Participates in the education of MRI technologists through departmental in-services. -Assigns employees to positions and/or work assignments based on consideration of several factors including the difficulty and type of work, availability, capability, and experience. Resolves scheduling and back-up coverage problems. Assists in providing coverage when unexpected staff shortages occur during regular and irregular tours-of-duty. -Responsible for all safety regulations/practices in MRI section. Ensures proper documentation of accidents occurring to employees, patients, or visitors. -Maintains documentation/information for the Joint Commission, Office of Inspector General, SOARS, etc. to ensure compliance throughout the section. -Participates with the second level Supervisor in setting performance standards, goals, and objectives of assigned or supervised employees. Reviews employee work in progress as well as when complete regarding problems in accuracy, quality, adherence to procedures, and takes corrective action as necessary. -Keeps communication lines open to ensure that the local, VISN, and VA goals/objectives are passed on to employees. Keeps management informed of employee concerns. -Performs MRI exams of the head, neck, thorax, abdomen, pelvis, extremity, and vascular exams. Performs more complex studies via the associated workstation. Understands and can elaborate physics requirements of the MRI to ensure self and staff are capable of exam delineation when said exam doesn't fit the normal parameters. -Confers with radiologists to determine requirement of nonstandard exams. Determines technical factors, positioning, etc., to produce and satisfy requirements of imagery. -Keeps abreast of current published material pertinent to position to keep pace with the rapid growth and technological changes occurring in the MRI area. -Equipment Maintenance/Repair: Coordinates the repair and installation of MRI equipment. Develops and maintains a quality control program. -Develops schedule for exams in a manner optimizing MRI scan times while maintaining flexibility for emergent cases. This requires the ability to prioritize scheduled patients as well as the ability to accommodate the emergent patient. -Maintains appropriate records and files of exams performed on patients. This may include registration and editing of patient exams in the computerized information system (Vista Radiology Package), copying images to CD or film, logging patients on the HIS-RIS work list, or routing exams to various locations. -Prepares and follows up on daily incomplete exams, pending and hold reports, incomplete dictation, and workload reports. -Properly identifies patient images. -Ensures patients are educated about exam processes through staff training and media for patient review. Qualifications

Basic Requirements: Citizenship. Be a citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified candidates in accordance with VA Handbook 5005, Part II, chapter 3, section A, paragraph 3g.). English Language Proficiency. DRTs must be proficient in spoken and written English as required by 38 U.S.C. 7402(d), and 7407(d). Certification: All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology, Radiography (ARRT) (R). Advanced ARRT certification is required for assignments that include computed tomography (CT), magnetic resonance imaging (MRI), [or Mammography (M) duties performed independently, as applicable]. Advanced certification indicates that the incumbent [can operate independently] and has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination. [In modalities that require advanced certification, to support their continued development, technologists who do not possess an advanced certification may be provided on the job training with oversight from a certified radiologic technologist.] Education: Completion of a full-time training course of at least 24 months in duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or from [other accrediting agencies as recognized by the Department of Education (DOE). Must have ARRT (R)(MR) certification. Credentialing Standards. Public Law 97-35, the Consumer-Patient Radiation Health and Safety Act of 1981, requires that persons who administer radiologic procedures meet the credentialing standards in 42 CFR Part 75, Standards for the Accreditation of Educational Programs and the Credentialing of Radiographic Personnel. Loss of Credential. An employee in this occupation who fails to obtain certification within two years, or who fails to maintain the required certification must be removed from the occupation, which may also result in termination of employment. Grandfathering Provision. Current Federal employees under a grandfathering provision cannot be promoted beyond full performance level. Specialized Experience This specialty modality requires specific knowledge of cross sectional human anatomy and its application in spiral, and/or, multi-slice computer tomography, inclusive of 3-D reconstruction scans, including drainages, biopsies, and peripheral vascular examinations. The technologist requires specific knowledge and training in the location, appearance, and function of the various major and minor systems susceptible to radiological illumination; to interpret the examination request accurately; to understand the functioning and inter-relationship of the various organs; to use the methods and techniques which will identify organs appearing on the digital display monitor, or on film, and the various stages of the examination to judge the acceptability of the image and/or scan for diagnostic use and to emphasize the aspects of interest to the physician. [DRT assignments that include performance of independent duties in this subspecialty require advanced ARRT certification.] Grade Determinations: GS-5 Entry Level Experience/Education - None Beyond the basic requirements GS-6 Experience/Education - At least one year of experience equivalent to the next lower grade level or the successful completion of one full academic year of graduate education leading to a degree in radiography or other directly related field to diagnostic radiology/imaging. GS-7 Experience/Education - At least one year of experience equivalent to the next lower grade level that demonstrates the clinical competencies described at that level; or the successful completion of one full academic year of graduate education leading to a degree in radiography or other directly related field to diagnostic radiology/imaging; or successful completion of an advanced registry program, with certification, in addition to a 4-year baccalaureate degree program in radiography or other directly related field to diagnostic radiology/imaging. Education may relate to the duties of a specific position or to the occupation but must be appropriate for the position being filled. GS-8 Experience. At least one year of experience equivalent to the next lower grade level that demonstrates the clinical competencies described at that level. GS-10 Experience. At least one year of experience equivalent to the next lower grade level that demonstrates the clinical competencies described at that level. *Preferred Experience* 5 to 7 years experience as MRI technologist; preferred 3-5 years supervisory experience in a healthcare setting. Assignments. For all assignments above the full performance level, the higher-level duties must consist of significant scope, complexity (difficulty), and range of variety, and be performed by the incumbent at least 25% of the time. DRTs at this grade level may be appointed to one of the following assignments: Diagnostic Radiologic Technologist. Employees at this level are fully functional as an advanced DRT and carry out their assigned tasks independently. DRTs at this level may have varying assignments including special and complex imaging procedures beyond the full performance level, clinical instruction, and basic QM type duties within the program. Regardless of the nature of the specific assignment, the work must be of sufficient scope and complexity to meet the knowledge, skills, and abilities(KSAs) to perform at this level. The candidate must demonstrate all of the following technical KSAs and demonstrate the potential to acquire the assignment-specific KSAs designated by an asterisk (*): *Ability to organize work, set priorities, delegate tasks and responsibilities. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. *Skill in assessing qualifications and abilities of current and prospective employees. *Ability to consult with radiologist to develop standard and non-standard treatment/exam protocols. Ability to independently perform general and specialized diagnostic radiologic procedures in advanced levels of complex treatment situations. References: VA Handbook 5005/119 Part II, Appendix G25. The full performance level of this vacancy is GS-10: Physical Requirements: Bending, pushing, pulling, reaching and occasional kneeling, crawling and squatting; lifting, carrying, bending, and manipulation of equipment; patient assistance and positioning; walking and prolonged standing; the ability to read written orders, computer screens, patient records, and equipment controls; and the ability to communicate with patients, physicians, and coworkers. Near visual acuity to assess patient's physical condition when performing exams and evaluating images for diagnostic quality.
