This position is located in Fire and Aviation Management (FAM) and provides aviation (avionics) experience and perspective to aviation policy and planning, budget, technology, airworthiness, safety and risk management, and operations to effectively maintain aviation programs for resource management and protection activities they support.

Duties
Serve as an avionics authority with responsibility for assessing and determining aircraft avionics airworthiness.
Identify and coordinate required changes to standards and procedures due to regulatory and policy shifts.
Identify hazardous activities and develop and implement mitigations and/or remedial corrective actions.
Compile and report inspection findings and make recommendations on repairs and modifications.
Review work estimates for technical accuracy and suitability for the work being performed.
Coordinate projects involving multiple skill sets, review and evaluate work in progress and completed work.
Requirements
- Must be a U.S. Citizen or National.
- Males born after 12/31/1959 must be Selective Service registered or exempt.
- Subject to satisfactory adjudication of background investigation and/or fingerprint check.
- Successful completion of one year probationary period, unless previously served.

o FCC General Radiotelephone Operator License (GROL), OR
o ASTM NCATT Aircraft Electronics Technician certificate with at least one endorsement.
Qualifications

Basic Requirement:
Applicants must meet the following requirements:
Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years;
Valid State driver's license;
Fluency in the English language;
High school diploma or equivalent.
AND
Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements:
Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain;
Have the ability to hear the conversational voice (hearing aid permitted); and
Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft.
AND
Applicants must meet all of the following experience and certification requirements:
Aircraft avionics experience involving the maintenance, repair, and troubleshooting of installed avionics systems on aircraft.
Aircraft avionics work experience (which could include supervision or auditing) in a repair station; air carrier repair facility; military repair facility; or local, state, or Federal governmental agency within the last 3 years.
In addition to meeting the basic requirement, you must also possess experience and/or directly related education in the amounts listed below.
Specialized Experience Requirement:
For the GS-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Applicants for this position must have demonstrated experience performing avionics maintenance in one of the following capacities: avionics installer, maintainer or troubleshooter on Federal Aviation Administration (FAA) certified aircraft at a certified repair station or at an air carrier repair facility. Additional examples of specialized experience are: demonstrated experience in using communication and navigation test equipment; monitoring the maintenance activities of an avionics unit to ensure compliance, contractual requirements, Federal regulations, and good safety practices; assisting in the management of an avionics maintenance program that includes inspection and approval of work accomplished by other technicians.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.
