This position is being recruited under 10 USC 1599f into the Cyber Excepted Service and does NOT convey eligibility to be converted to the Competitive Service. It has been identified as a position necessary to carry out and support the mission of the US Cyber Command. It is in the Supervision/Management Work Category at the Expert Work Level within the CES Occupational Structure. It is located in the DISA ACQC/SERVICES PEO.

Duties

Assists Division Chief with the planning, coordination, and management of development and integration support on behalf of Division customers. Develops guidelines and a general framework for the formulation of policies, plans, and programs to ensure effective conduct of assigned missions, functions, and operations. Conducts technical design reviews, cost analyses, security tests and reviews, operational tests, and project reviews with senior DISA and customer managers (SES and General Officers). Oversees all development project documentation to include technical design, cost analysis, business proposal, acquisition plans, security plans, operational test strategy, maintenance strategy, concept of operations and disaster recovery plans. Obtains and maintains an in-depth understanding of customer requirements, system functionality, and development criteria.

  • This national security position, which may require access to classified information, requires a favorable suitability review and security clearance as a condition of employment. Failure to maintain security eligibility may result in termination.
  • This is a drug testing position.
  • OGE Form 450 Disclosure Statement required.
  • This position is required to obtain and maintain a TOP SECRET/SCI security clearance.
  • DAWIA certification is a condition of employment.
  • This is a Critical Acquisition Position (CAP).

Qualifications

In order to qualify for this position, you must meet the requirements described below. Qualifying Experience: To qualify at the GG-15, your resume must describe at least one year of experience that demonstrates the competencies necessary for immediate success in the position. Experience refers to any paid or unpaid experience, including volunteer work and Military service, that would be considered equivalent to work normally performed at the next lower grade level in the federal service. For this position, qualifying experience is defined as: Experience in oversight of programs that encompass software application development. Must have at least 2 years supervisory experience. Must have experience in budget formulation, and contract management. Candidates must describe how they meet the qualifying experience and/or selective placement factor(s) within the body of their resume. All qualifications must be met within 30 days after the closing date of this announcement.

There is no substitution of education for the qualifying experienceat the GG-15 grade level
