This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for USACE for Real Estate Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as a Senior Realty Specialist performing the full range of Technical Branch real estate functions at civil projects in the assigned area. Incumbent performs work in the following real estate functions across the Engineer Districts of Detroit, Buffalo, and Chicago.
Duties
Works internally and externally to represent real estate aspects of civil works projects, negotiates real estate issues to ensure corps policy and needs are met.
Outgrants government owned lands for various purposes; which may be controversial, to ensure federal interests are protected while balancing maximum utilization.
Obtains rights for government to utilize other properties through leasing or acquisition of real estate interests.
Assures compliance with terms and conditions of outgrants and protects lands against unauthorized uses. Takes actions to resolve encroachments and trespasses.
Reviews and drafts determinations of real estate ownership and other matters of real estate title.
Reviews work of other staff in leasing, outgrant management, and acquisition to ensure quality and consistency of products across the Great Lakes Region.
Disposes of government property when it’s no longer determined useful.

- Must possess and maintain a valid state-issued motor vehicle driver's license.
- This position requires Temporary Duty Travel (TDY) up to 25% of the duty time.

In order to qualify, you must meet the education and/or specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience GS-11: One year of specialized experience which includes application of real estate principles, regulations, practices and techniques to support inventory control, recording, reconciliation, audit, and reporting of all real property. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate, Business Management or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience which includes executing activities associated with the implementation, coordination, population, reporting, training, and maintenance the automated systems used by Real Estate Division: which includes application of real estate principles, regulations, practices and techniques. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
