This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for DHA for USACE for Real Estate Positions to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as senior realty specialist responsible for the management, administration, and direction of the programs and activities in real estate for the Real Estate Geographical Information Systems (GIS) and Cadastral responsibilities.
Duties
Performs disposal requests; identification of excess properties, the location of suitable properties; or performance of surveys, inspections, and inventories.
Negotiates and prepares contracts for title certificates; prepares various acquisition documents such as options, deeds, and title curative instruments.
Compiles data for and prepares recurring and special reports pertaining to real estate activities and funds.
Oversees the system administration and furnishes staff guidance on the automated data processing for the Real Estate Management Information system (REMIS), Smart Sheets Corps Maps, and other cadastral/GIS programs.
Conducts on-site investigation of suspected encroachments and boundary line issues.
Assures encroachments on Government owned or leased properties are resolved in accordance with policy and appropriate laws and regulations.
Serves as advisor and program manager for the development of mapping, cartographic, and cadastral evaluations in support of the Great Lakes Real Estate Division Real Estate Mission.
Reviews geospatial data for accuracy and completeness.
Develops Real Estate GIS and mapping products that provides the Real Estate Division accurate Locational Intelligence.
Serves as advisor and program manager for creative, analytical, interpretative, and evaluative cadastral, cartographic, geographic, and related Real Estate functions.
Performs complex phases of cartographic compilation work in the construction, revision and maintenance of Real Estate maps and charts.

- This position requires Temporary Duty Travel (TDY) up to 25% of the duty time.

Specialized Experience GS-11: One year of specialized experience in providing guidance on the use of real estate Geographical Information Systems (GIS) and cadastral products to interpret real estate ownerships and for acquisitions. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as Real Estate, Business Management or Business Administration.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
Specialized Experience GS-12: One year of specialized experience in application of real estate laws, regulations, principles, concepts and practices to develop real estate Geographical Information Systems (GIS) and cadastral products necessary to managing the real estate lifecycle, including experience analyzing and reviewing complex, controversial or problematic ownership support documents. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
Education
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
