This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: We provide direct support to a four-star unified Combatant Commander, but are compact enough that our staff also works with senior leadership representatives of our inter-service, inter-agency and (public and private) international partner organizations.
Duties
Coordinate cyberspace operations (CO) into USSOUTHCOM plans, exercises, and operations.
Support collaborative tool implementation and integration while reviewing, validating, and processing network defense requirements.
Represent the command in Cyberspace meetings/work groups/operational planning teams (groups), and conferences.
Serve as Operational Planning Team lead and Command subject matter expert for Army Cyber Forces and Service contributions to the Joint Cyber Mission Forces.
Advise Joint Cyber Center leadership on matters related to Cyberspace Operations (Offensive and Defensive).
Advise leadership regarding internal defensive measures to mitigate threat to USSOUTHCOM systems and networks.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top Secret security clearance or access for the duration of employment.
- This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- This position requires DoD Security Cooperation Workforce (SCW) Certification. The incumbent must complete certification-related training requirements in the SC Area of Concentration Basic level within 1 year.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.
Specialized Experience: One year of specialized experience which includes providing a full spectrum cyberspace operations capability plans, operations and additional matters related to Cyber Operations (Offensive and Defensive) to such as planning, synchronizing resources and utilizing defensive measures for the commands cyberspace operations to deter, disrupt, and defeat adversaries in friendly cyberspace terrain. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).
Education
Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
