As Associate Project Manager for the Helioswarm Mission, a project funded by the Science Mission Directorate/Heliophysics Division at NASA, you will share in management responsibility for this groundbreaking heliophysics mission. Project objectives include gaining understanding and insight into the turbulence processes at work in solar and astrophysical plasmas. Helioswarm presents a unique challenge in its use of, and is gaining insight into, "swarm" technologies for spaceflight missions.
Duties
Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Serve as the Associate Project Manager for the HelioSwarm project, supporting the Project Manager in oversight of all program components, including cost, schedule, and technical baseline management.
Oversee the project with respect to stakeholder management, requirements, configuration control, risk, budget, export control, and project execution functions as appropriate, for both NASA in-house work and contracted efforts.
Brief the Project Manager on project performance; ensure project execution in accordance with NPR 7120.5F, the Helioswarm Project Management Plan and all sub-plans. Prepare required reports and supporting documentation.
Maintain deep familiarity with the Helioswarm Project and Science Mission Directorate (SMD) organizations, strategic plans, pertinent decadal reports, objectives, and goals; and monitor project progress against those goals and selected metrics.
Serve as a Contracting Officer's Representative (COR), if needed, for assigned project contract vehicles.
Fortify the Helioswarm project’s relationships with NASA headquarters, spacecraft vendors, and the instrument providers including international contributors.
Serve as an instrument manager for one or more instruments, if needed, overseeing development, delivery, test, integration and operation of the instruments in order to maximize delivery of data supporting the mission’s science requirements.
Support the Project Management Division’s new business efforts as achievable.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
Participating in the design and development or testing of space instruments or spacecraft subsystems;
Analyzing technology or science projects or experiments to provide recommendations for improvement;
Contributing to the creation of project proposals, project plans, and/or hardware design reviews.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level
Overseeing or participating in the design, development, analysis, testing or operation of space instruments, spacecraft systems, or subsystems;
Analyzing and managing projects or programs related to technology or science space flight missions or experiments, and providing recommendations for improvement;
Providing significant contributions to the creation, advocacy or panel review of project proposals, plans, white papers, flight readiness, and/or major project review content.
