Duties
Serves as Foreign Affairs Specialist, providing Counterterrorism (CT) program planning, implementation, and performance oversight of CT-funded foreign assistance activities.
Develops, plans, coordinates (within the Bureau and with partners), implements agreements, while monitoring and evaluating portions of CT's programs to build foreign partner capacity in the prevention and response to terrorism.
As the Bureau's chief CT programs officer, monitors developing political situations or issues of administrative management that may impact upon the ability of the United States Government to implement CT-assistance and/or capacity building programs.
Performs duties as Contracts/Grants/Agreements Officer Representative for contracts, grants and interagency agreements on behalf of CT for an assigned country or geographic region portfolio .
Serves as the expert within the Department on U.S. foreign policy gauging the effectiveness of, and facilitates efforts to achieve U.S. foreign policy objectives in the assigned country or countries.
Advises on country or region-specific issues and problems, developing and/or proposing resolutions of issues relating to counterterrorism programmatic-related activities to coordinate implementation of policy decisions.

Qualifications

Applicants must meet ONE of the required basic entry qualification requirements described below:
BASIC REQUIREMENTS:
Have an undergraduate or graduate degree from an accredited college or university in economics, that INCLUDED at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus;
OR
Have a combination of education and experience where my coursework was equivalent to a major in economics, as shown in Choice 1 Above, PLUS appropriate relevant experience or additional education;
OR
Have a combination of education and experience where my coursework was equivalent to a major in economics, (as shown in above), PLUS appropriate relevant experience OR additional education.
Examples of qualifying experience include: (a) individual economic research assignments requiring planning, information assembly, analysis and evaluation, conclusions and report preparation; (b) supervisory or project coordination assignments involving a staff of professional economists, and requiring the evaluation and interpretation of economic information; or (c) teaching assignments in a college or university that included both class instruction in economics subjects and one of the following (1) personal research that produced evidence of results, (2) direction of graduate theses in economics, or (3) service as a consultant or advisor on technical economics problems.

IN ADDITION to the basic requirements, this position requires one year of specialized experience equivalent to at least the GS-12 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience developing or implementing programs in multiple countries to build the foreign partner capacity to prevent and respond to terrorism.
Experience planning, analyzing, and/or evaluating different aspects of procurement policies and programs.
Experience with agencies of foreign governments and multilateral organizations to contribute detailed technical analyses and assessments of complex programmatic–related issues.
