This position is part of the National Archives and Records Administration (NARA), and is referred to as the Director, Records Management Training. The incumbent, provides program management and leadership for the Chief Records Officer, facilitating the effective and efficient coordination of national NARA records management training for external (Federal agency and other) audiences.
Duties
As a Supervisory Instructional Systems Specialist, you will:
-Serve as the Agency's foremost authority on records management training for external audiences, including NARA's expert for professional design, development, administration, advisory, testing, measurement, and evaluation of government RM training services.
-Provide program management and leadership for the Chief Records Officer in administration of the nationwide, integrated program of records management training for Federal agencies.
-Analyze, devise, develop, and oversee national training proposals and/or solutions to problems requiring departure from previous procedures.
-Actively pursue a broad range of instruction opportunities such as distance learning, web based instruction, virtual classroom, and teleconferences.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for GS-15: To qualify,you must have one year of specialized experience at or equivalent to the GS-14 level in the Federal service.
Specialized experience is defined as:
- Experience working with organizational development principles to develop and conduct training needs assessments to determine the requirements for either revision of instructional systems or the development of new training materials; AND
- Developing training or instructional materials based on an agency's educational theory and emerging instructional technologies; AND
- Providing technical advice, guidance and recommendations to management and other key officials on training and developmental design.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F):
For the GS-15, you must have been at the GS-14level for 52 weeks.
Education
Education Requirements:
Degree: that included or was supplemented by at least 24 semester hours appropriate to the work of the position to be filled. The course work must have included study in at least four of the following five areas:
1.Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
2.Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness.
3.Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.
4.Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training.
5.Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
