The primary purpose of the position is to support the Command Center initiative for the facility as a full-time data analyst driving the direction of the program.
Duties
Major Duties:
Plan, develop, and maintain databases.
Researches and/or analyzes problems, issues, or program requirements.
Plan and/or accomplishes special projects related to inpatient care.
Perform program cost analyses for the command center to validate changes and the efficacy of flow initiatives, including demonstrating Return on Investment for both the Command Center and the flow teams and the efficacy of interventions employed by the flow team members, such as development of life cycle or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs.
Evaluate, process, or make recommendations for effective organizational changes.
Administer one or more of the VAPAHCS information management systems and serves as the technical expert in the long and short-range planning of data objectives.
Perform other related duties as assigned.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience and/or education as described below:
GS-11
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 grade level or higher, or an equivalent level of responsibility. Examples of creditable specialized experience includes but is not limited to: Knowledge of the multidisciplinary approach to cancer prevention and treatment; Knowledge of medical terminology related to the classification, diagnosis, staging and treatment of cancer. Knowledge of the organization, missions, and function, project and programs of hospital and central oncology registry databases and National Cancer Database(NCDB) of the College of Surgeons. Knowledge of management and organization in the comprehensive case ascertainment processes i.e., electronic case finding, clinic list review, cancer tracking systems, laboratory reports, SNOMED lists, caner case conference, radiology reports, radiation therapy reports, community consults, etc. Participating in development of process improvement to meet standards. Knowledge of data acquisition and analysis in order to retrieve data from database appropriate for data management task or data request. Knowledge of agency and bureau regulations, policies, practices and procedures governing cancer care. [Experience must be demonstrated in the resume to be creditable]). B. I have a Ph.D. or equivalent doctoral degree
OR
3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related.
OR
Have the specialized experience as described in A, but less than one year; and I have more than one year but less than the required education in B. I have computed the percentage of the requirements that I meet, and the total is at least 100% (To compute the percentage, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify. (Note: you must attach a copy of your transcripts.)
For GS-12
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 grade level or higher, or an equivalent level of responsibility. Examples of creditable specialized experience includes but is not limited to: possess planning, developing, and maintaining databases; experience using Commercial Off-The-Shelf (COTS) database management tools and custom developed software/queries to develop automated products and ad hoc reporting to drive continuous improvement efforts and improve facility throughput related to healthcare; experience researching and/or analyzing problems, issues, or program requirements; planning and/or accomplishing special projects related to inpatient care; performing program cost analyses such as development of life cycle or other cost analyses of projects, or performance of cost benefit or economic evaluations of programs; evaluating, processes, or makes recommendations for effective organizational changes; validating medical center workload to assure the accuracy of the data in all information systems.

Physical Requirements: The work is sedentary. No Special physical demands are required to perform the work. Duties may require lifting and carrying computer equipment such as monitors and printers.
