About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at the U.S Cyber Command, Fort Meade, MD.
Duties
Perform the full range of supervisory functions defined for such positions in Office of Personnel Management (OPM) guidance and Cyber Excepted Service (CES) guidance.
Provide information and guidance on the full range of work-related and administrative matters.
Consult with superiors, as needed, on major technical and administrative problems; otherwise, is responsible for the effective use of assigned personnel and for the quality and quantity of work produced.
Provide top-level oversight and direction to ensure the J6 and Command derive maximum value from available network and other C4IT resources.
Provide high-level technical direction as required to address complex and potentially controversial and precedent-setting actions.
Provide technical direction and oversight for conduct of continuing security risk analysis, vulnerability testing, and threat analysis.
Initiate program refinements to avoid recurrence and to mitigate newly-identified security vulnerabilities.
Lead SMEs in continuing evaluation of performance metrics reports, and further investigation of projects and operations program elements that are not performing in a manner consistent with plans or established quality standards.
Make authoritative decisions regarding significant changes to C4IT program objectives, priorities, scope, or technical approach, based on technical assessment and broad knowledge of ever-changing Command operational requirements.
Define requirements for policy guidance encompassing: IA/INFOSEC, IT management and services, network/ cloud-based services, web services and C4IT architecture.
maintaining these IT operations at a high level of operational effectiveness and security, leads the continuing development of IT assets to keep pace with customers’ rapidly changing operational requirements.
Develop and validate strategies and plans for incorporating selected technologies and products into the existing infrastructure as incremental refinements.
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- The employee may be recalled to duty, may be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays, and may be required to work overtime.
- Work may occasionally require travel away from the normal duty station on military and/or commercial aircraft.
- The employee must be able to obtain and maintain a TOP SECRET SCI clearance as a condition of employment and must complete a counter intelligence scope polygraph exam.
- This position is subject to a pre-employment screening, and random testing thereafter, to include testing based on reasonable suspicion and testing due to direct involvement with an on-duty accident.
- The incumbent must meet NSA personnel security requirements outlined in NSA/CSS Policy 5-1.
- This position is Emergency/Mission Essential Employees, per DoD 1400.25-M, “Mission Essential/Emergency Employee(s),” are defined for peacetime operations.
- Emergency/Mission Essential positions must be manned under all weather conditions for reasons of continuity of medical, safety, national defense, and other crucial operations (e.g., security, fire protection, medical, communications).
- Emergency/Mission Essential Employees are required to remain on duty or report to work regardless of any general announcement.
- The incumbent must possess or obtain professional certification as an Information Assurance (IA) professional, consistent with requirements detailed in DODD 8140.01, DOD 8570.1-M, and USCCI 1200-04.

To qualify based on your experience, your resume must describe one year of specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by managing Department of Defense cyber operations and programs to ensure effective oversight, readiness and security for organization-wide networks and data; overseeing program and planning efforts to ensure the integration of full spectrum cyber operations; and applying knowledge of cyber operations and security to the development of cyber polices/initiatives; providing technical advisory for cyber operations; supervising employees and executing a full range of personnel actions.
