The primary purpose of this position is: To serve as the geospatial systems analyst administrator for the development, maintenance, database administration, security, and adaptation of database technologies for the installation's Geographic Information System (GIS) as it relates to military common installation picture, mission data and facility management data.
Duties
Serves as program administrator for the installation's base-wide GeoBase/GIS. Maintains, evaluates, develops, and provides direction for implementation of database standards and policies that have significant impacts on capabilities GIS and Global Positioning System (GPS) data collection systems.
Develops CADD/GIS related management and design programs, applications software guidance, standards and instructions.
Establishes effective working relationships with scientists, engineers, designers and planners from other agencies and customers to include contractors and other public agencies, to facilitate exchange of information to resolve problems.
Provides briefings to installation commanders, updating the capabilities of the GIS concepts and procedures to offer assistance on any day-to-day or real world situations that could involve natural disasters, accident response or other emergencies/contingencies operations.

- A Bachelor’s degree in a Computer Information Science or Mathematics or position-related discipline is desirable but not required. Membership in professional organizations is encouraged
- Employee must be able to obtain and maintain a secret security clearance as a condition of employment
Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Technical and Medical Support Positions, Cartographic Technician Series 1371
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-10, or equivalent in other pay systems. Examples of specialized experience includes comprehensive and practical knowledge of relevant scientific concepts, practices, and standards, along with expertise in refining and developing analytical techniques, methods, and approaches, to: research, gather, analyze, and manipulate geospatial data; interpret the patterns and interrelationships represented by geospatial data; and lay out, coordinate, and execute difficult and complex maps with complicating features; Knowledge of the GeoBase system sufficient to perform the work of a system administrator and integrate, process, manage, analyze and manipulate data from surveying, cartographic, architectural, and engineering sources in order to develop and implement GIS capabilities and interactive mapping services for the installation; Knowledge of surveying techniques and cartography to execute projects involving substandard or conflicting source data and a combination of such problems as source documents of varying scale, inadequate control data, and poor quality photographs resulting in excessive tilt, absence of separately distinguishable features, weak definition, lack of contrast, poor image quality, or geometrical distortion; Knowledge of relational database management systems, principles and practices, including SQL and relational database interface, as well as of Windows operating systems, scripting, data back-up and security to perform database management functions and to diagnose and resolve error and problem conditions
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-10 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Thorough knowledge of CADD/GIS/GPS applications software and extensive knowledge of macro programming languages.
2. Knowledge of database systems related to CADD/GIS projects; extensive knowledge of ArcGIS applications, AutoCAD, and Oracle with skill in designing, organizing and managing diverse digital databases and geodatabases; and knowledge of MS Access, Excel, and Adobe.
3. Extensive knowledge of theories, principles, practices and application of GIS, CAD and GPS technology, as well as the ability to relate GIS technology to professional disciplines such as Community Planning, Engineering, Cartography and Natural Resource Science.
4. In-depth knowledge of Windows systems, associated devices and the inter-operability of systems, as well as of Windows and Oracle and /or MS SQL as a relational database, as well as the ability to complete system back-up and troubleshoot computer systems.
5. Knowledge of computer database managerial and systems administration techniques and ability to apply knowledge to information processing standards and procedures to CADD/GIS design projects.
6. Ability to work on complex teams of technical experts and computer end users; communicate effectively both orally and in writing; and deal tactfully, cooperatively and diplomatically with others.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
