The Management and Program Analyst is a member of the administrative staff located in the Oklahoma VA Health Care Systems, within Mental Health service line. The incumbent serves as Management and Program Analyst to the Associate Chief of Mental Health to facilitate efficient and effective operations of the Service. The incumbent assist with analytical and evaluative work related to program operations and management.
Duties
As the Management and Program Analyst the incumbent is a key member in the development of new or modified program policies, regulations, goals, or objectives in collaboration with Mental Health Continual Readiness Committee, ACOS, Mental Health Service Chiefs and Mental Health supervisory staff. Other assigned duties may include but are not limited to:
Major Duties:
Analyzes, evaluates ad over sees clinic Access Management systems redesign, and performance measurement.
Clinical Program oversight.
Analyzes and evaluates the effectiveness of program operations in meeting established goals and objectives as assigned.
Develop new or modify program policies, regulations, goals, or objectives.
Monitors overall clinical operations, analyzing clinic schedules and profiles.
Researches, pulls data, reviews and analyzes data to develop specific reports.
Recommend changes or improvement in organization staffing, work methods and procedures.
Documents program inconsistencies and/or anomalies and recommendations to resolve issues. (i.e., periodic SWOT analysis)
Performs management surveys.
Advises supervisors of results/trends makes recommendations for possible for improvements.
Collects, compiles and analyzes data to develop and participate in process improvement projects.
Provides support for all program performance measures.
Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday 8:00am-4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/15/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09.The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

For GS:09
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Project management, organizinational skills, critical thinking skills, ability to professional oral and written communication skills, customer service, knowledge of and skill in Microsoft office programs, Computeriezed Patient Record Systems (CPRS), VISTA, VSE, VSSC AND PYRAMID systems, administrative support, gathering information, identifying and analyzing issues, developing criteria, and making recommendations. OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond completing 6 months of appropriate experience equivalent to GS-07 (50 percent of the experience required for the GS-09) and 27 semester hours of appropriate graduate education (50 percent of the education required for GS-09, in excess of that required for GS-07)

OR,
Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or I have completed 3 full years of progressively higher level graduate education leading to such a degree, or I have an LL.M., if related. Education must be in education or a subject related to the position to be filled. Only education that demonstrates the knowledge, skills, and abilities necessary to do the work of this position will be accepted. NOTE: Transcripts must be submitted with application. Education cannot be credited without documentation. OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of the first two years (36 semester hours) of graduate education may be used to qualify applicants for the GS-11 level. E.g., 2.5 years of progressive graduate education leading to a doctoral degree (45 semester hours) would meet 50% of the requirement at this grade level. NOTE: If using education combined with specialized experience to qualify, a copy of your transcript is required.
