This position is located in the Department of Homeland Security (DHS), United States Coast Guard (USCG), Aviation Logistics Center (ALC), Information Systems Division (ISD), ISD Systems Branch, in Elizabeth City, North Carolina.
Duties
This position works as an Information Technology (IT) Cybersecurity Specialist – Customer Support and involves in-depth analytical problem solving, design, development, customization, testing, evaluating, and knowledge of systems security, maintenance, and/or management of networked and non-networked systems. In addition, the incumbent provides documentation, validation of specifications and requirements for testability, knowledge of IT system security regulations, software development, and related project management activities as defined by the supervisor.

- A one-year probationary period may be required.
Qualifications
To qualify at the GS-11 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-09 grade level in the federal sector. To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector.
Specialized experience must include the following:
Establishing IT Cybersecurity criteria.
Formulating IT Cybersecurity projects.
Assessing IT Cybersecurity program effectiveness.
Investigating/Analyzing a variety of unusual conditions, problems, or issues in IT Cybersecurity.
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
OR
To qualify at the GS-11 grade level, via education, applicants must be in receipt of a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. All aforementioned degrees must be in a related major such as computer science, information science, information systems management, mathematics, statistics, operations research, or engineering, or course work that required the development or adaptation of computer programs and systems and provided knowledge equivalent to a major in the computer field.
In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
Education cannot be substituted at this grade level.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
