THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION. This National Guard position is for a PRIMARY PREVENTION SPECIALIST (PREV WF), Position Description Number PDT0029P01 and is part of the MA ANG Headquarters, National Guard. Duties

GS-09: Performs developmental assignments of moderately difficult and complex nature consisting of well-precedented tasks designed to orient the employee in the application of harm and abuse prevention programs and activities. Assignments are combined with training to develop analytical skills and techniques used to resolve issues or problems of a procedural or factual nature. Individual projects can be performed utilizing established, commonly applied methods. Work includes various duties involving different and unrelated tasks. Independently plans and carries out successive steps and handles problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices. Decisions are made based on subject analysis, phase, or issues involved for each assignment, and may be selected from multiple alternatives. Incumbent uses judgment in interpreting and adapting guidelines, such as agency policies, regulations, precedents, and work directions for application to specific cases or issues. Incumbent analyzes results and recommends changes. Completed work is evaluated for technical soundness, appropriateness, and conformity to policy and requirements. Supervisor or a higher-graded specialist assists in problem solving when necessary.

  • Incumbent must possess or be able to acquire the appropriate level security clearance for this position. The incumbent of this position must have at a minimum, a completed National Agency Check (NAC) prior to position assignment.
  • Position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. This designation will not exceed 14 calendar days per year unless otherwise approved by TAG.
  • The work may require the incumbent to drive a motor vehicle; if so, and an appropriate valid driver’s license is mandatory.
  • May require travel in military and/or commercial aircraft to perform temporary duty assignments.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.
  • May occasionally be required to work other than normal duty hours to include nights or weekends.

Qualifications

AREA OF CONSIDERATION: Nationwide - Open to all US Citizens GENERAL EXPERIENCE: Degree: behavioral or social science; or related disciplines appropriate to the position that included at least 24 semester hours of course work in the behavioral or social sciences. or Combination of education and experience that provided the applicant with knowledge of one or more of the behavioral or social sciences equivalent to a major in the field that included at least 24 semester hours of course work in the behavioral or social sciences. or Four years of appropriate experience that demonstrated that the applicant has acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in the field. SPECIALIZED EXPERIENCE: GS-09 - Must have at least 1 year specialized experience, education or training equivalent to at least the next lower grade level (GS-7) analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Experience utilizing the organization, its mission and the organizational staff procedures. Experience interacting with a variety of groups and/or individuals; and the ability to apply analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems of a social science procedural or factual nature. GS-11 - Must have at least 1 year specialized experience equivalent to at least the next lower grade level (GS-9). Experience, education or training analyzing problems, identifying significant factors, gathering pertinent data and recognizing solutions; preparing reports, plans, policies and various correspondence; evaluating objectives and develop plans to facilitate the availability and effective utilization of various social science resources. Must have knowledge of the organization and its mission and utilized the organizational staff procedures. Experience applying analytical and evaluative techniques to issues or studies concerning the efficiency and effectiveness of social science program operations carried out by administrative or professional personnel, or substantive administrative support functions. Incumbent will be appointed at the GS-09 or GS-11 level depending on qualifications. This position is developmental: Incumbent at the GS-09 may be non-competitively promoted to the next higher grade upon completion of an Individual Development Plan (IDP), meeting time in grade requirements, and be recommended for promotion by supervisor. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of months/years. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
