This position is part of the Office of the Secretary of Interior, Office of Natural Resources Revenue (ONRR), Audit Management (AM), Outreach Audit Services and Indian-State Support, Audit Support, Tribal Audit Team, located in Tulsa, OK. NOTE: This announcement may be used to fill additional vacancies within Office of Natural Resources Revenue.

Duties

Obtains audit evidence that is sufficient, competent, and relevant to provide a basis for audit findings and conclusions Gathers information for compliance reviews and performs preliminary analysis of industry requests for value determination and routine exceptions to allowance limits Prepares audit programs for the company being audited or reviewed by using different accounting approaches and procedures, consults with company personnel, and evaluates the internal controls to determine the reliability of royalty reporting Accesses and analyzes reference and ONRR system data, to ensure reasonable compliance with mineral royalty and production reporting in accordance with current laws and regulations, and internal procedures and policies Communicates verbally or in writing within the Department and ONRR, industry, Federal, State, and Tribal agencies

Qualifications

All applicants for this position must possess one of the following basic requirements: A. Bachelor's Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: 1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; 2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or 3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level (i.e. GS-9) in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. (NOTE: YOU MUST PROVIDE LEGIBLE TRANSCRIPTS SHOWING COMPLETED COURSEWORK AND DEGREE(S) AWARDED AS VERIFICATION OF YOUR EDUCATION). At the GS-11 level, you must meet one of the following qualifications: A. A Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree; or LL.M., if related in one of the following Accounting, Finance or Public Administration; OR B. One year of specialized experience equivalent to at least the GS-09 level. Specialized experience is that which has equipped the applicant with the competencies to successfully perform the duties of the position, and that is typically in or related to the position to be filled. Specialized experience for this position includes but is not limited to participating in identifying, analyzing, and resolving issues affecting compliance with laws or regulations related to accounting including analyzing system data in an accounting or auditing capacity. OR C. A Combination of education and experience as listed above. At the GS-12 level, you must meet the following qualification: One year of specialized experience equivalent to the GS-11 level. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. More specifically, this requirement involves participating in identifying, analyzing, and resolving issues affecting compliance with laws or regulations related to oil and gas accounting; and preparing audit reports. Only experience and education obtained by the closing date of this announcement will be considered. TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). A written test is not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
