The Primary purpose of this position: is to perform work in Fiscal Service. This position reports to the Chief, Accounting Section. The incumbent will review and approve requisitions for services, supplies, real property, equipment and adjustments for appropriations for the medical center.
Duties
Duties include but are not limited to:
Reviews and approves requisitions for services, supplies, real property, equipment and adjustments for appropriations for the medical center.
Research daily rejects for miscellaneous orders, service orders, contracts, A& E orders.
Audit payment documents received from vendors, employees, Beneficiary Travel, Patient Funds and Agent Cashier.
Performs audits, analysis, evaluations and related procedures for the purchase card system.
Review records to determine accuracy of costing, timelines or reconciliations and appropriateness of purchases.
Evaluates internal controls to detect weaknesses in control procedures and recommends action.
Ensures proper accounting procedures are enforced to record financial transcriptions.
Performs and submits Austin Purchase Card Reviews by the deadline.
Offsets US Bank convenience checks against obligation documents.
Examines credit memos and reclaims from vendors to determine appropriateness.
Performs research on current accounts, historical data, source documents, etc. to develop and explain detailed information not otherwise readily available.
Develop comparative data to reflect complex relationships between accounts and time periods.
Work Schedule: Monday - Friday from 8:00am to 4:30pm

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 7 position you must have served 52 weeks at the GS 6. The grade may have been in any occupation but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-6 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Experience in auditing payment documents received from various sources such as vendors, employees, Beneficiary Travel, Patient Funds, and the Agent Cashier for correctness AND reconciles and balances the Accrued Services Payable and Undelivered Orders Reports. Post payments to obligation documents when payment is processed AND Experience with general ledger accounting and the control/ subsidiary account relationships and reconciliation techniques, including accounts receivable, accounts payable, and disbursing officer's accountability. There is no educational substitution at this grade level.

Physical Requirements: The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
