This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Duties
Major Duties: The incumbent works under the supervision of the Chief, Engineering Service in supervising the Maintenance & Operations (M&O) Section at Atlanta VA Health Care System.
The incumbent plans and schedules work assignments for a well-balanced integrated program of preventative maintenance, recurring/non-recurring maintenance and repair, and major and minor improvements for all the medical center's facilities and facility layouts for accomplishment by the Section within schedules and priorities established by the Chief of Service.
He/she provides information and advice to the Chief of Service on such matters as ability to accomplish work assignments as scheduled, budget estimates and changes that would improve facilities or efficiency of operation.
Develops strategies to address the correction of space, functional, and operational deficiencies as identified and provides advice and guidance in the selection of preferred strategies.
Develops, reviews, evaluates and coordinates complex project management and planning data such as projected space requirements and operational, program, and design requirements for the medical center.
Prepares studies and analyses pertaining to operation and maintenance matters and recommends actions and/or solutions.
The incumbent establishes a good working climate to encourage employees to participate in achieving management goals and to promote efficient and economical operations.
He/she organizes, coordinates, and directs the work activities and personnel of the Section.
He/she assigns and explains the work requirements to the unit foreman and sets deadlines and sequences of operation.
He/she analyzes work costs, personnel utilization, work progress and takes or recommends actions to improve the efficiency of the section's operations.
He/she prepares operating instructions, spot checks work operations and reviews completed work and inspection reports to assure that quantity and quality standards are met, and a high level of maintenance is assured.
He/she reviews all incoming work orders performed.
He/she has responsibility for development and administration of all maintenance service contracts for the medical center in addition to construction contracts under the incumbent's purview.
He/she is responsible for establishing and maintaining effective communications as it relates to future, ongoing and recently completed construction.
He/she serves as the main contact within the Engineering Service for all construction related activities. This includes developing and reviewing all project phasing plans, tracking all construction related activities to avoid conflicts and ensure schedule control, serving on design teams, ensuring new systems training and manuals are adequate, coordinating new operating policies for new systems, and activations. Construction activity management responsibilities also includes being actively involved with in all coordination issues, including impacts, space, initial planning, utility shutdowns, temporary moves, system compatibility problems, inspections, training, custody receipts, and activation of renovated space.
He/she serves with the Facility Planner as Liaison for internal planning between medical center management and the Service Lines.
He/she manages the Infection Control program within the Service, mitigating the impact of construction, maintenance and repair activities in the healthcare environment.
He/she is responsible for managing the establishment and maintenance of the requirements for The Joint Commission review.
He/she is responsible for directing the work of up to 10-20 additional temporary employees through his unit foremen and inspecting project work for compliance with plans and instructions.
He/she works closely with the contracting officers and other logistic staff in ensuring that contracts are completed within the planned resource and time constraints.
He/she develops performance standards, writes position descriptions, evaluates work performance, provides counseling to employees whose performance is marginal or unsatisfactory, and initiates disciplinary actions when necessary.
He/she acts on personnel problems referred to him by subordinate supervisors and attempts to resolve employee dissatisfactions and grievances.
He/she reviews personnel actions and employee performance appraisals initiated by subordinate supervisors.

Qualifications
BASIC REQUIREMENTS: To qualify for appointment to this position, all applicants must possess the following:
Citizenship: Be a citizen of the United States (U.S.). Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with 38 U.S.C. § 7407(a).
English Language Proficiency: Healthcare Engineer candidates must be proficient in spoken and written English in accordance with 38 U.S.C. § 7403(f).
Education: Bachelor's degree or higher in Engineering or Architecture. To be acceptable, the curriculum must be from a school with at least one curriculum accredited by the Accreditation Board for Engineering and Technology, Engineering Accreditation Commission (excludes engineering technology) or National Council of Architectural Registration Boards curriculum. Examples of acceptable engineering and architectural degrees include, but are not limited to: Electrical Engineering, Mechanical Engineering, Biomedical Engineering, Civil Engineering, Architecture and Architectural Engineering. Titles may vary from educational institutions and change over time;
OR,
Evidence of passing the Fundamentals of Engineering Examination with a bachelor's degree. Evidence can be in the form of an Engineering in Training certificate issued from any State, the District of Columbia, Guam or Puerto Rico, or test results from the National Council of Examiners for Engineering and Surveying (NCEES) identifying a passing score;
OR,
Evidence of current professional registration or licensure as a Professional Engineer or Architect. Evidence of current professional registration or licensure can be from any State, the District of Columbia, Guam or Puerto Rico.
Grade Determinations: In addition to the basic requirements outlined above, the following criteria must be met when determining the grade of candidates.
Supervisory Healthcare Engineer, GS-13.
(1)Experience.
One year of experience equivalent to the next lower grade (GS-12).
(2) Knowledge, Skills and Abilities (KSAs). In addition to meeting the experience requirements for this grade level, the candidate must fully demonstrate the following KSAs:
(a) Knowledge of data analysis techniques related to managing workload, quality, performance and productivity within the area of responsibility.
(b) Knowledge related to the management of overall department resources, (i.e., finances space, equipment, supplies, schedules and staffing) at the local level.
(c) Knowledge of the full range of supervisory duties, which include responsibility for assignment of work, performance evaluations, selection of staff, training and development, recommendation of awards, advancements and disciplinary actions.
(d) Skill in using effective communication in managing interpersonal relationships, leading and dealing with employees, team leaders, labor representatives and managers.
(e) Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems and develop and implement effective solutions that result in efficient operations.
(f) Ability to draft and/or recommend local policies and/or directives related to healthcare engineering management.
(g) Ability to recognize and assess evolving scenarios, utilizing initiative, self-direction and assigned resources to affect resolutions.
