Primary Purpose: The incumbent serves as a senior level manager responsible for the Equal Employment Opportunity/Affirmative Employment (EEO/AE), Diversity and Inclusion (D&I), Alternative Dispute Resolution (ADR), and external Civil Rights (CR) functions for the Memphis VA Medical Center, in Memphis, TN within the Veterans Health Administration, a major organization within the Department of Veterans Affairs (VA).

***THIS IS NOT A VIRTUAL POSITION, YOU MUST LIVE WITHIN OR BE WILLING TO RELOCATE WITHIN A COMMUTABLE DISTANCE OF THE DUTY LOCATION*** Duties include but may not be limited to the following: Program Management 50% The incumbent performs related program and administrative management functions, such as planning, evaluation, training, correspondence control, and special projects including serving on boards or committees involving strategic workforce planning, EEO/AE, D&I, ADR, and CR, and related program areas. Incumbent researches and analyzes related programmatic and administrative issues, applies complex analytical techniques, and develops recommendations for appropriate corrective actions or solutions. Incumbent serves as the organization's liaison with internal and external stakeholders and represents the senior organizational official at meetings and conferences related to EEO/AE, D&I, ADR, and CR. Program Evaluation 40% In managing the EEO/Diversity Program, the incumbent utilizes systems and tools to gather data, perform analysis, evaluate, and report the effectiveness of the Program. The incumbent meets with management when the workforce profile indicates a need for improvement and assists them in evaluating the workforce by making recommendations to increase representation for groups with less than expected representation rates. The work involves continuous oversight of the facility EEO/Diversity Programs through data and trend analyses, Peer Reviews, and appropriate contact with management officials on EEO/AE, D&I, ADR, and CR programs and practices. Supervision/Managerial Responsibilities 10% Incumbent directs the work of a staff of EEO/AE and D&I professionals, and administrative personnel to accomplish the work of the EEO/Diversity Program in the local facility. Work Schedule: Full Time, Monday - Friday - 8:00AM - 4:30PM ***Recruitment & Relocation Incentives: Are Authorized*** Telework: VA supports the use of telework as a way to help attract and retain talented individuals in public service, increase worker productivity, and better prepare the agency to operate during emergencies. Qualifications

To qualify for these positions, you must meet the below requirement. SPECIALIZED EXPERIENCE: Applicants must possess one (1) year of specialized experience that equipped them with the particular knowledge, skills, and abilities to perform successfully the duties of this position, and that is typically in or related to the work of this position. To be creditable, this experience must have been equivalent to at least the GS-11 level in the Federal service. Specialized experience includes managing an EEO/Diversity Program, the incumbent utilizes systems and tools to gather data, perform analysis, evaluate, and report the effectiveness of the Program. You will be rated on the following Competencies as part of the assessment questionnaire for this position: Administration and ManagementCommunicationConflict ManagementCreative Thinking IMPORTANT: A full year of work is considered to be 35-40 hours of work per week. All experience listed on your resume must include the month and year start/end dates. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Physical Requirements: The work is normally sedentary in an office environment.
