These positions serve as Construction Control Representatives, performing work involving the management and control of a variety of construction, stabilization, repair, restoration, and accessibility projects. Working within a multidisciplinary team of architects, engineers, conservators, preservation specialists, historians, environmental specialists, natural resource specialists, and technical support personnel, planning, executing, monitoring and tracking the completion of park projects.

Duties Include
Works with parks to analyze facility problems or needs.
Gathers data necessary to describe and understand the problem or need and investigates and evaluates a wide range of technical solutions.
Works with internal technical experts and Project Managers to help determine if the issues raised can be solved by a "quick fix," operational adjustments, regular maintenance, or if a project must be created to secure funding from a regional fund source.
Participates in the design process for new facilities, or modifications to existing facilities, to meet the project goals as determined during schematic design. This may include review of detailed design drawings and development or review of construction specifications.
Coordinates with technical specialists to obtain design input and ensure facilities are in compliance with applicable standards and permit requirements.
Provides assistance to the Project Manager and/or Contracting Officer (CO) by developing assisting in the development of a design scope of services, including information on project scoping and pre-design.
Serves as the Contracting Officer's Representative to oversee the execution of design and construction contracts.
Provides technical support for parks and colleagues within the Division and supports value-based decision-making process assistance to parks.
Performs other duties required to support the operation of the Division of Facility Management in various parks.

Qualifications
All qualifications must be met by the closing date of this announcement-12/08/2023-unless otherwise stated in this vacancy announcement. Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.
MININUM QUALIFICATIONS
SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Preparing technical specifications, cost estimates and managing projects for multiple concurrent projects; Understanding project management principles and concepts; Managing contractors and/or interdisciplinary project teams; Providing operational leadership principles and risk management; Understanding of dry-stone masonry and rock work in trail construction and rehabilitation; Inspecting trails, erosion control and analysis of drainage patterns; Managing trail maintenance techniques and recognizing trail maintenance problems. You must include hours per week worked.
Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
