The incumbent will serve as Assistant Hospital Housekeeping Officer (HHO) is a management officer responsible for Hospital Housekeeping functions and requirements needed to plan, organize, direct, administer and control the housekeeping operations for a 2M net square foot, 200 bed tertiary care, research and teaching medical center, either through an in house workforce, with a operating budget for the environmental services.

Duties

Major Duties included, but not limited to: Knowledge of the principles, practices, and techniques used to report audit findings (criteria, condition, cause, effect, and recommendation). Knowledge of teaching, training, research, making presentations, lecturing, testing, and other instructional methods. Knowledge of the principles and methods of cost benefit analysis, including the time value of money, present value concepts, and quantifying tangible and intangible benefits. Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Empowers people by sharing power and authority; develops lower levels of leadership by pushing authority downward and outward throughout the organization; shares rewards for achievement with employees; ensures that staff are appropriately selected, utilized, appraised, and developed, and that they are treated in a fair and equitable manner. Knowledge of planning, coordination, and execution of business functions, resource allocation, and production. Knowledge of the implementation of policies, procedures, standards, and goals of the Environmental Management Services (EMS). Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/08/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 12 position you must have served 52 weeks at the GS 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. Individual Occupational Requirements: The 0673 Assistant Hospital Housekeeping Officer occupational series has an Individual Occupational Requirement (IOR), that all candidates must meet in order to meet the basic qualifications of the position. Undergraduate and Graduate Education: Major study -- hospital administration, chemistry or biological sciences, sanitary sciences, business or public administration with course work in health care administration. Transcripts are required. or Specialized Experience(for positions above GS-5): Experience that demonstrated a practical working knowledge of the basic principles of chemistry, biology, and bacteriology as applied to environmental sanitation, infection control, and to the choice and use of antimicrobial agents in the disinfection, sanitization, and/or sterilization of surfaces and equipment. Experience in laundry and linen management. Experience that demonstrated a knowledge of waste management, including the requirements relating to hazardous, toxic, and infectious wastes and provisions for their final disposition. Experience in interior design management. Experience that demonstrated a knowledge of pest management, including alternative methods of control and the selection and application of chemicals. GS 12 Specialized Experience: Applicants must have one year specialized experience at the next lower grade level. This experience may include the following: Instructs linen staff on any new procedures, materials, and/or methodologies needed for inspecting for compliance to VAMC laundry operations terms. Prepare project papers, staff reports and deliver briefings to managers demonstrating findings and recommendations. Serves as the alternate approving official for EMS purchased supplies/equipment. Participates as a member of the Hospital Infection Control Committee. Develops cleaning procedures as required by Hospital Housekeeping Standards. Monitors the frequency of cleaning schedules, and cleaning supply usage; interprets instructions designed to maintain high quality visual and bacteriological cleanliness of all type of floors, walls, ceilings, bathroom fixtures, furniture, housekeeping equipment, window treatments, cubicle curtains, light fixtures, stairwells, waste cans, and other miscellaneous areas and items. You will be rated on the following Competencies for this position: Hospital Housekeeping Operations Analysis and Problem Solving Administration and Management Quality Assurance Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required. There may be some walking, standing, bending, carrying/traveling with items such as books and portable laptop. Work requires management deadline projects so work hours may be extended as the project requires.
