The incumbent serves as the Administrative Officer for the Trident Specialty Clinic under Ralph H. Johnson VA Medical Center in Charleston, SC. He/She reports to the Administrative Officer for the Goose Creek Outpatient Clinic (CBOC) and has final administrative decision-making authority, responsibility, and accountability on issues impacting the operations of the Specialty Clinic.

Duties

Major Duties include but not limited to: Directs the administrative management activities of the Trident Specialty Clinic, including interpreting administrative policies, developing, and implementing local policies, defining administrative requirements, and/or providing advice to management on related issues As the supervisor, the incumbent shall develop performance stands, evaluate work performance, and identify development and training needs of employees. The incumbent shall advise or instruct employees on both work and administrative matters. The incumbent is responsible for routinely assigning work assignments to subordinates based on priorities and employee's skill sets, assuring work assignments are completed in a timely manner. Works closely with Section Chiefs and Nurse Manager to provide personnel management expertise and ensure the smooth and uninterrupted flow of administrative work in their area. Regularly assesses the needs as they relate to administrative support and experience and judgment to balance resources against needs among the sections and assist in recruitment of personnel. Regularly reviews the administrative support organization for adequate manpower, expertise, and abilities. Coordinates all areas of supply administration, such as expendable supplies, new and replacement equipment, requisitions, repairs, disposal, etc. He/she initiates and coordinates requests for repairs of equipment, telephone installations or relocations, computers, printers, etc Analyzes and manages provider schedules to ensure Veterans are scheduled within VA guidelines and ensure highest efficiency of patient flow within the clinic. The incumbent is responsible to ensure adequate coverage and answering telephones. The incumbent provides feedback to clerical staff when guidelines are not met. Collaborates with Clinical Leadership to plan, coordinate, implement and evaluate the ongoing effectiveness, specific to Patient Safety/Risk Management and Performance Improvement/Quality Management. The incumbent facilitates the organizations' patient care mission, ensuring quality patient care within the framework of established policy, standards of care, standards of practice and regulatory requirements. provides for the budgeting and financial management for the organization. This includes budget formulation, justification, and execution; financial management; and financial reporting. The incumbent provides advice to Clinic Leadership and program personnel on budgetary and finance issues. Manages procurement and contracting for the Trident Specialty Clinic. This may include preparing procurement request; evaluating request for quotes, serves as a contracting officer's representative (COR) for procurements that requires varying approaches. Initiates and prepares contacts to secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids, writings sole sources justification, and community both orally and in writing with contracting officers and contractors. Prepares and reviews purchase orders for supplies and nonexpendable property such as equipment, including personal computer hardware and software and other specialized equipment necessary to the effective function of the office. Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/14/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS 11 position you must have served 52 weeks at the GS 9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS 9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: develop, program, implement, monitor and revise clinic grids; administrative tasks associated with hiring, training, and evaluating administrative staff; develop administrative performance standards; manage office supply materials stock levels and budgets; train, advise, monitor, and oversee administrative activities. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond 2 years of doctoral education. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
