Duties
WHAT IS THE TAXPAYER ADVOCATE SERVICE DIVISION?

Vacancies will be filled in the following specialty areas:
Taxpayer Advocate Service (TAS), EDCA, ITS, Technical Analysis & Guidance (TAG)
The following are the duties of this position at the full working level. If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position.
- Assesses, predicts, and mitigates risks associated with IDRS usage. Addresses improvement needs identified through ICMA. Centralizes oversight to identify inappropriate IDRS usage effectively and quickly and gather sensitive data about IDRS usage. Participates in disciplinary actions for Bargaining Unit and Non-Bargaining Unit employees related to inappropriate IDRS use. Conducts Internal Control testing as necessary
- Acts as the IDRS POC for all TAS USRs and Managers. Maintains access to IDRS (command code REPTS and security command codes) to be the designated USR for the TAS USRs and IORS representatives. Works with front-line employees, area analysts, TAGMs and LTAs, senior management including DEDCAs, DEDSAs, and HQ managers, and TAS' executives including EDCA, EDSA, and DNTA.
- Develops, implements, and monitors a centralized processes for the form 11377-E for all TAS. Oversees and monitors the abandoned controls database and develops and implements strategies to ensure program improvement.
- Conducts annual reviews of the MPAF to make certain the command codes approved for each position in TAS are being applied correctly and command codes are not provided to unapproved positions. Performs quarterly testing of compliance with the TAS MPAF restrictions on IDRS users based on Profile Types following IRM 1.4.13.4.8.1.
- Reviews command code usage by managers and employees through IORS reports to make certain IDRS is being used correctly. If IORS reports show issues, concerns, or anomalies in the IDRS usage in any group across TAS, works with senior managers and executives to isolate the problem, enact appropriate solutions to the correct the problem, and educate USRs on the issues so they can better monitor IDRS usage.
Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement:
SPECIALIZED EXPERIENCE: GS-12 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service: Specialized experience includes: Experience with major project assignments and risk assessments that require a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or assessments broad in scope and magnitude; Experience with a range of laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study; Experience recognizing significant issues and changes within the assigned project or study; Experience developing, designing, and implementing new or revised procedures; Experience communicating effectively both orally and in writing; Experience with IDRS, IORS, Excel, and Control D to provide analysis and recommendations for action to management concerning IDRS system access and usage by employees.
AND
MEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible. To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to. Advancement to positions up to GS-05 is permitted if the position to be filled is no more than two grades above the lowest grade held within the preceding 52 weeks.

TIME AFTER COMPETITIVE APPOINTMENT: By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
