This position is located in the Division of Administration, Corporate Services Branch of the Federal Deposit Insurance Corporation responsible for managing the projects and contractors related to the design of Industrial Control Systems (ICS), Information Technology and Cybersecurity, and Energy and Sustainability.

Duties
Serve as the Facilities Operations Section (FOS) ICS Program Manager with primary responsibility for overseeing the ICS Maintenance and Services Contract, which addresses the preventative and corrective maintenance of the ICS.
Ensures continued operation of the ICS and Facilities Command Center to meet mission-critical needs, compliance with cybersecurity, energy, and utility policies outlined by the Department of Homeland Security, Department of Energy and other authoritative sources; and, conducts analysis of projects, facilities, equipment, systems, new developments, to support energy conservation and utility management measures.
Conducts and/or coordinates surveys/audits of ICS to determine whether features are operating effectively, and if needed, improved to optimize performance and energy management. Writes technical Statements of Work documents for the repair or replacement of failed ICS and/or associated components and installation of new ICS systems including the integration into the central supervisory systems.
Oversight manager, for the ICS, to include managing the FOS records, reviewing and approving Information Assurance (IA) documents and system record updates. Ensures contractor personnel support the ICS Authority to Operate (ATO). Coordinates network maintenance with the CIOO, network systems administrators, and other technicians to operate and maintain the fully functional standalone network for the ICS equipment.
Maintains robust automated controls and cybersecurity reliability by establishing performance-monitoring programs, investigating and ensuring the resolution of operational and maintenance problems, and investigating and resolving cybersecurity incidents.
Formulates and formalizes plans, programs, and policies in areas critical to the integration and assessment of processes, transformation initiatives, future concepts, emerging technologies, policies, and procedures. Recommends actions and procedures for technology integration and application initiatives ensuring support current and future and capability requirements.
Establishes individual building energy profiles. Utilizes energy and water consumption data, and greenhouse gas generation data to develop key performance indicators (KPI), such as Energy Use Intensity (EUI), Water Use Intensity, and greenhouse gas emissions. Benchmarks for these KPIs by which future data is compared/contrasted.
Identifies practical Energy Conservation Measures (ECMs) for implementation based on such factors as a return on investment (ROI), life-cycle cost, and results of building-specific energy and water audits.
Develops Construction Transformation control systems and/or cybersecurity controls and systems. Captures and publishes lessons learned through AE design and construction contractor’s submittals and by visiting project sites for the purpose of evaluating the effectiveness of current processes.
Serves as a project manager for the design of control systems and cybersecurity with the responsibility for overseeing and reporting activities in progress of maintenance projects, including infrastructure.
Provides technical quality assurance for various contractor-supplied products and ensures compliance with project requirements. Evaluates the effectiveness of proposed control system and cybersecurity systems and advises regarding the feasibility of waiver(s) to criteria. Qualifications
Qualifying experience may be obtained in the private or public sector. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic, religious/spiritual; community; student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. To qualify, applicants must have completed at least one year of specialized experience equivalent to at least the 13 grade level or above in the Federal service. Specialized experience is defined as experience planning and managing projects related to the design and implementation of Industrial Control Systems (ICS)/building automation systems, Energy and Sustainability programs and Information Technology/cybersecurity system policies and procedures; advising and reporting on activities for construction and maintenance projects; and managing service contracts.
