THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.
This National Guard position is for a HUMAN RESOURCES SPECIALIST (MILITARY), PD# D2402000 and is part of the RI 143rd Medical Group, National Guard. The primary purpose of this position is to serve on the Group Commander's Support Staff (CSS). The incumbent will administer and direct the Group Commander's Support Staff functions to ensure smooth day-to-day operations.
Duties
Manages a myriad of Unit Commander's programs to include; Drug Demand Reduction Program, Urinalysis, Voting Assistance, promotions and demotions, evaluations, separations, retirements, benefits, entitlements, retention, classification, awards, decorations, retraining, casualty, Defense Travel System (DTS), Government Purchase Card Program, Government Travel Card Program, Air Force Fitness Program, Unit Security Program, Unit Self-Inspection Program, Unit File Maintenance, Unit Health Monitor, and personnel readiness programs. Establishes metrics and analysis systems to ensure actions are timely processed, measured, and reviewed at critical points. Performs self-inspection and presents detailed and comprehensive report with any corrective action taken to supervisor. Follows-up to ensure complete and quality resolution of discrepancies. Personally prepares response to routine inquiries; consolidates information for reports; interprets reporting requirements and implementing instructions; arranges with subordinate offices to submit response; and follows-up to meet suspense or deadline. Compiles and evaluates information for inclusion in a variety of documents and reports. Integrates Information Technology into Group Staff operations. Technical expert in Microsoft Office applications, Adobe Acrobat, Electronic Record Management, and other Air Force information systems to create, copy, edit, and print a variety of standardized documents. Prepares orders for a variety of actions (e.g., special tour, annual tour, school tour, and civilian orders) using the order writing system.
Performs other duties as assigned.
Requirements
- NATIONAL GUARD MEMBERSHIP IS REQUIRED. This is an excepted service position that requires military membership in the Rhode Island Air National Guard, required prior to the effective date of placement.
- Must be able to obtain and maintain the appropriate security clearance of the position.
- Selectee will be required to wear the military uniform.
- Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
- Applicants who are not currently a military member of the Rhode Island Air National Guard (RIANG) must be eligible for immediate membership and employment in the RIANG in the military grade listed in this announcement prior to appointment.
- Males born after 31 December 1959 must be registered for Selective Service.

GENERAL EXPERIENCE:
Experiences gained through military or civilian technical training schools, within the human resources business programs, are included as general experience qualifications. An applicant must have a validated understanding of the basic principles and concepts of the occupational series and grade.
SPECIALIZED EXPERIENCE:
Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provided a basic working knowledge of National Guard missions, organizations, and personnel programs. Experiences that prepared the applicant to perform the duties of the position.
