About the Position: This position is a DOD Cyber Excepted Service (CES) personnel system position in the Excepted Service under 10 USC 1599f. Employees occupying CES positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25. This position is located at Ft. Shafter, Hawaii.
Duties
Review and interprets contract procurement policies and procedures to ensure packages contain the appropriate documents prior to submission to the contacting office.
Purchase supplies and services at established GPC limits set by local Contracting Agency, checking price of item(s), availability, and delivery/
completion criteria and reports any significant changes or problems with the requestor.
Independently resolve any conflicts with vendors/suppliers due to discrepancies in orders, difficulty locating items, incorrect shipping or delivery
information, incorrect parts delivery, or lack of payment.
Provide oversight, guidance, and recommendations for all supply, service and construction contracts.
Provide reports and statuses to the 311th SC(T) G4.
Review all supporting documents for accuracy and contractual soundness.
Use General Funds Enterprise Business System (GFEBS) to create and verify Purchase Requisitions (PRs).
Prepare, verify, and analyze procurement documents, files, reports, or records (Wide Area Workflow (WAWF), Acquisition and Requirements Tracking System (ARTS).
Requirements
- Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
- Three year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the
duration of employment.

To qualify based on your experience, your resume must describe one year specialized experience that demonstrates the possession of knowledge, skills, abilities, and competencies necessary for immediate success in the position. Such experience is typically in or directly related to the work of the position to be filled. Specialized experience would be demonstrated by:
Specialized Experience: One year of specialized experience which includes entering data into automated office support systems ensuring accuracy of information; assist in compiling data from automated office support systems to prepare various correspondence for administrative action; assisting in reviewing documents and requirements to ensure accuracy and executability; and aid in reviewing and interpreting contract policies and procedures. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Administration, Business Management or Contracting Management.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09).

Education
