This position is located within the Department of Homeland Security (DHS), Immigration and Customs Enforcement (ICE), Enforcement and Removal Operations (ERO), ICE Health Service Corps (IHSC), Office of the Chief of Staff (OCoS), Taskings and Program Support Unit (TPSU). This is a non-supervisory position. Period of Eligibility: Submitted applications will expire after 3 months. Applicants are eligible to reapply after the period of eligibility ends.

Duties

DUTIES AND RESPONSIBILITIES: Develops detailed plans, tasks, milestones, and schedules to ensure proper sequencing of events and tracking processes and costs throughout the life cycle of assigned programs and projects. Reviews programs/projects to determine how to accomplish them with minimal disruption to stakeholders and mission operations, while maintaining timely results and quality customer service. Collaborates with, and maintains productive interactions with staff; reports on status and progress of work accomplished to date; and monitors work in progress. Plans and initiates a comprehensive evaluation system to review and analyze program performance, effectiveness, and costs; ascertains appropriate actions required to maintain or improve programs. Establishes program objectives and measures; tracks and reports progress. Mitigates or corrects problem areas. Directly manages and operates programs. Liaises with ICE and ERO program counterparts, addresses IHSC equities, and coordinates IHSC contributions. Manages the IHSC ICE Credentials Program. Coordinates IHSC contributions to the ICE Self-Inspection Program. Promotes and fosters IHSC emergency preparedness and response, in close coordination with TPSU emergency management specialist and TPSU unit chief. Duties involve policies, plans, training, exercises, evaluation, reporting, and records management. Manages IHSC Headquarters emergency communications. Primary officer to facilitate emergency alerts using the ICE Enterprise Notification System (ENS). Supports division and unit leaders manage, maintain, and use the Headquarters Recall and Accountability Roster. Prepares Headquarters staff for contingency operations at the Potomac Center North location, in accordance with ICE and IHSC Occupant Emergency Plans (OEP). Coordinate OEP accountability officers. Supports IHSC Response Group (IRG) and responder readiness requirements. Maintains, exercises, and evaluates IHSC emergency preparedness and response plans. Supports TPSU and IHSC emergency response during actual events. Supports the TPSU chief. Contributes to TPSU strategic initiatives and annual business plan goals. Assists in planning and implementing special projects, as needed. Makes recommendations for action when an adjustment or a different course of action is necessary. Other duties as assigned.

  • Probationary Period: This is a full-time permanent position (Career/Career-Conditional appointment). Upon appointment to this position, you may be required to serve a one-year probationary period.
  • You MUST be a USPHS Commissioned Corps Officer (PHS Officer) or Call to Active Duty (CAD) candidate in order to apply for this position. Civilian employees are NOT eligible for this position.

Qualifications

PHYSICAL DEMANDS: Sitting and/or standing for extended periods of time [6-8 Hours]. Duty hours outside core business hours, such as evenings and/or weekends. Performing repeated bending motion. Average manual dexterity for computer operation.

Education

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:
  1. A Master's Degree or higher related to nursing, healthcare administration, or health sciences from an accredited institution plus a minimum of five years of project management experience. Of the total professional experience, officer must possess at least three years of leadership, management, or administration experience.
  2. If the incumbent holds a clinical license, it is the responsibility of the incumbent to fulfill the obligation(s) of their licensing or certifying body to maintain currency. This position may be required to perform clinical activities with the scope of clinical license in times of critical needs within the agency.
  3. Minimum of two years of professional experience working in policy development and
    experience in national program development and implementation.
  4. Ability to analyze and effectively communicate and report collected data, synthesize lessons learned, and develop mitigation strategies or corrective actions.
  5. Ability to assess, plan, organize, and complete multiple tasks and responsibilities
    simultaneously.
  6. Ability to independently perform the functions/duties listed above, where applicable, with minimal to no supervision.
  7. Ability to communicate effectively in both written and oral formats to perform the
    functions/duties listed above.
  8. Maintain high degree of independence, initiative, and follow through on a wide range of
    sensitive, complex, and program issues.
  9. Requires a broad and extensive knowledge of the IHSC health care system, program
    principles, missions and functions and applicable correctional health care standards.
  10. Flexibility and ability to adapt to sudden changes in schedules and work-related
    requirements.
  11. Knowledge of, and proficiency in, common Microsoft Office Programs, specifically
    Microsoft Word, Excel, Outlook, and SharePoint.
