This position is located in the Assistant Commissioner Revenue Collections Management (RCM), DAC Tax and Compliance Group. As a Supervisory Program Manager, you will serve as Director of the Tax Collection Division with responsibility for managing the systems and services used by the Internal Revenue Service (IRS) for collections under the Internal Revenue Code.
Duties
As a Supervisory Program Manager, you will:
Direct a significant financial system program or major program segment with responsibility for one or more government wide collection systems, services or activities and manages the fiscal and financial relationships that support revenue collections.
Develop government wide strategies for increasing the use of electronic collections and related information processing, and for advancing the use of emerging technology for revenue collection.
Mastery of advanced project management principles, practices and techniques to conduct or lead complex studies that have widespread impact and require significant departure from established practices.
Expert knowledge of federal financial systems and the financial infrastructure for the collection of revenue inclusive of collection systems, processes for converting paper transactions to Electronic Funds Transfer, and back end settlement and reporting.

The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Specialized Experience For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized experience for this position includes ALL of the following:
-Envision, plan, and lead the management of systems and services such as IRS lockbox and Electronic Federal Tax Payment System (EFTPS); AND
-Experience managing fiscal and financial agent relationships that support tax collection systems; AND
-Draft, edit and disseminate a wide range of written documents, such as analysis, recommendations, reports and SOPs.
In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15, you must have been at the GS-14 level for 52 weeks.
