Duties
As a Senior Advisor, you will:
-Lead organization developmental workgroups. Make authoritative recommendations to the ASA regarding the need to reorganize or realign the organization to meet new or changes to existing legislation, goals, and objectives. Plan, initiate, and conduct studies of proposed legislation to determine possible effects on HUD policies and programs, evaluate the content of new or modified legislation for projected impact upon agency programs and resources; and prepare reports and conclusions and provide recommendations and guidance on implementation strategies.
-Provide advice and assistance to the Assistant Secretary and General Deputy Assistant Secretary, or assign subordinate office chief, in the monitoring of program issues that impact on the operation and management of the Department's administrative management programs; advise the Office's senior executives and other management officials on these issues as they affect the administrative and management aspects of carrying out their responsibilities; and coordinate with these officials to ensure that the resolution of such issues and their implementation relating to the programs and policies of the Office of the Assistant Secretary for Administration are effectively accomplished in accordance with the Assistant Secretary's priorities and objectives to include resolving policy and programmatic differences within the Department and between other Federal Agencies (e.g. OPM, OMB, GAO, GSA, FEMA, HHS, DHS).
-Provide authoritative interpretations of new or modified legislation, regulations or other guidance material including HUD policies, Executive Orders, etc. Translate these requirements into HUD goals, actions and services, and interpret impact on current programs or initiatives. Furnish advice and guidance in the process of making decisions on complex technical problems and HUD policy issues. Coordinate efforts with program offices in the development of policies and procedures needed to accomplish goals and objectives. Serve as an authority in the administration of major policies, procedures, regulations, and legislation. Track, review, coordinate and report on policy proposals and initiatives; ensure effective implementation. Provide alternative solutions when necessary; and facilitate coordination among offices.
Qualifications
You must meet the following requirements within 30 days of the closing date of this announcement.
Specialized experience for the GS-15 level is one year of experience at the GS-14 level, or equivalent that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience includes all of the below:
-Analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to resolve wide-ranging problems relating to administrative management matters.; AND
-Communicating and partnering with key officials to analyze issues and develop plans for improved delivery services.; AND
-Experience with a variety of written products, such as: correspondence, executive summaries and technical papers;. AND
-Communicating analytical findings and making recommendations to external stakeholders or high level government officials.
Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable:
For the GS-15 you must have been at the GS-14level for 52 weeks.
Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.
