You will serve as a GG-13 Information Technology (IT) Program Manager planning, directing, and monitoring IT projects by applying a range of IT project management concepts, principles and practices. You will be responsible for development, information assurance coordination, and status reporting of project oriented work efforts managing a workforce of civilians, military, and contractors. This position is located at HOPPER GLOBAL COMMUNICATIONS CENTER in Suitland, Maryland.
Duties
You will apply a wide range of information technology (IT) project management concepts, principles, and practices to design, develop, and deliver complex mission and enterprise capabilities.
You will be responsible for the development, integration, information assurance coordination, status reporting, and stability of project oriented work efforts.
You will interview stakeholders to manage the process of transforming user requirements into a deliverable application or system.
You will interpret regulations, processes, and policies and apply them where appropriate to resolve specific project related problems.
You will review and interpret HOPPER procedures and policies governing the delivery of information technology (IT) requirements.
Requirements

- You must obtain and maintain a Top Secret security clearance and access to Sensitive Compartmented Information (SCI). Failure to do so may result in the withdrawal of an offer or removal. Indicate the level and date of your clearance in your resume.
- Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or pass the test. You will be subject to random testing.

Qualifications
Individuals must have IT-related experience demonstrating each of the four competencies listed below:
1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
In addition, your resume must demonstrate at least one year of specialized experience at or equivalent to the GG/GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
Plan and direct information technology (IT) projects that involve the development, integration, information assurance coordination, status reporting, and stability of project oriented work efforts;
Manage an information technology (IT) project's resources, project activities, and risks to ensure project remains on schedule and within budget;
Collaborate with and interview stakeholders to manage the process of transforming user requirements into a deliverable application or system;
Identify risks or deficiencies, create contingency plans, and deploy risk mitigation for an information technology (IT) project.
