About the Position: The Directorate of Plans, Training, Mobilization and Security (DPTMS) directs, supervises, and controls the resources assigned to the directorate. It reviews and analyzes operations and makes recommendations for improvement, formulates documents, and implements policies and procedures. It also advises the garrison commander on matters impacting assigned responsibilities.
Duties
Serve as Plans and Operation Specialist.
Work independently under the very general supervision of the, DPTMS. The position includes an inherent responsibility for a high degree of coordination with the other garrison staff members, tenant organizations, and civilian authorities.
Operation specialist with the responsibility to oversee the planning and execution of operations that directly relate to the accomplishment of the garrison's primary mission at all sites and across subordinate activities.
Act for and as the DPTMS in the absence of the DPTMS and Deputy DPTMS. Provides input to the Command Operating Budget on
matters pertaining to operations, plans, and security.
Requirements
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
- This position requires shift work to provide coverage on evenings, weekends, holidays, or special situations. Employee shifts are rotated on a regularly scheduled basis.
- This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.

Specialized Experience: One year of specialized experience which includes a) analyze requirements and formulate policies and procedures for the conduct of contingency plans and daily operations, effectiveness and efficiency of contingency, mobilization, special events, plans, etc.; b) recommend and evaluate courses of action required to accomplish stated missions.; and c) oral and written communication. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
