This position is located in the Food and Drug Administration (FDA), Office of Operations (OO), Office of Facilities Engineering and Mission Support (OFEMS), Division of Planning, Engineering and Space Management (DPESM), Engineering Management Branch (EMB). Incumbent provides project management and technical oversight of architectural and interior design projects in FDA-occupied facilities, both FDA owned and GSA managed.

Duties

Serves as the Project Manager as assigned for space projects and is responsible for various facility and real property issues and projects for alterations to FDA space nationwide. Provides architectural design expertise, completes project work, coordinates work with the project team, and leads and/or participates in various facility and real property initiative and projects. Performs a lead role in the management, assignment, occupancy, and use of FDA space including, but not limited to gathering, tracking, verifying, and documenting occupancy data in FDA's Facilities Management Systems (FMS). Manages customer relations and ensures integrated, timely and quality service delivery and frequent, appropriate, and timely customer communication. Documents and assembles project requirements in a form suitable to form a basis for project development of specific projects, such as Concept Plans, Project Requests, Project Programs, Statements of Need, or Programs of Requirements.

Qualifications

The position of Architect falls under the 0808 occupational series. To qualify for this position at grade GS-13, you must meet all requirements by 11:59 pm EST on 12/06/2023. BASIC REQUIREMENTS: Degree: architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems; -OR- Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following: Related Curriculum: Degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills, and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers function, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities. The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction, while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture, and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations. Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture. In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture. MINIMUM QUALIFICATIONS: Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. The specialized experience must demonstrate one year of full-time work experience, or the equivalent if part-time (for example, an employee working 20 hours per week for a 12-month period should be credited with 6 months of experience). Experience may have been obtained in either the federal service or its equivalent with state or local government, the private sector, or nongovernmental organizations. GS-13: You must have one (1) year of specialized experience equivalent to at least the GS-12 in the Federal service which includes providing architectural solutions and recommendations to organization management staff and stakeholders; administering design and asset management of facilities and utilities infrastructure; developing standard construction drawings and specifications for structures to complete construction projects. FOREIGN EDUCATION

To be acceptable, the foreign credential evaluation must include/describe at a minimum, the following information: (1) The type of education received by the applicant; (2) The level of education in relation to the U.S. education system, and state that its comparability recommendations follow the general guidelines of the International Evaluation Standards Council; (3) The content of the applicant's educational program earned abroad, and the standard obtained; (4) The status of the awarding foreign school's recognition and legitimacy in its home country's education system; and (5) Any other information of interest such as what the evaluation service did to obtain this information, the qualifications of the evaluator, and any indications as to other problems such as forgery. Note: Some positions require the completion of specific courses or a specified number of credit hours. Therefore, the foreign credential evaluation should provide information similar to that of an official transcript, to include a list of the courses taken, quarter and/or semester hours awarded, the cumulative grade point average (GPA), honors received, if any, date degree awarded.
