About the Position: Serves as an Accountant in Headquarters, Victory Corps, Office of the Deputy Chief of Staff, G-8, Financial Accounting Branch. Responsible for determining, selecting, and organizing appropriate data from applicable feeder systems, in order to execute performance measurements.

Duties

Promote understanding and effective application of accounting, auditing, and related financial management policies, procedures, and systems promulgated by higher echelons. Provide professional comprehensive management accounting and auditing advice and recommendations to managers regarding financial and audit weaknesses. Provide management with financial information, such as status of obligations reports, receipts, and expenditure of funds; trend analyses of rates of expenditures. Work with a team of managerial accountants and various experts from technical offices to implement changes in the effectiveness and/or efficiency of operations.

Requirements

  • Incumbent is required to submit a Confidential Financial Disclosure Report, OGE-450, (5CFR Part 2634, Subpart I Confidential Financial Disclosure Reports) upon entering the position and annually thereafter.
  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to work extended and/or other than normal duty hours, including evenings, nights, weekends, holidays, and overtime to the extent determined by the supervisor.
  • Must be able perform a Temporary Change of Station (TCS) for not less than 6 months, but no more than 30 months.
  • Must be able to work under austere living conditions, as well as, share accommodation under field conditions (containers, tents and/or barracks).
  • Must be able to perform business related travel up to 60% of the time.
  • Must be able to obtain Financial Management Certification Level 2 within two (2) years of entry on duty. Once certified, continuing education training requirements must be met.
  • Must be able to receive inoculations to meet requirements for travel to specific countries.
  • Must be able to travel using military transportation or non-commercial means of travel.
  • This position is designated Mission and Furlough Essential. Must be able to report/remain on duty during emergency/crisis situations or report for duty when non-essential workers are furloughed
  • Must be able to obtain and maintain a no-fee Special Issuance Passport (SIP) and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa.
  • Must submit a Confidential Financial Disclosure Report (OGE 450) upon entering the position and annually thereafter

Degree: Bachelor's degree (or higher degree) in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. OR B. Combination of Education and Experience: Must include at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: (1) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; OR (2) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; OR (3) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; AND (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; AND (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience equivalent to the GS-11 grade level in the Federal service including work that involves the following: execute and solve problems in the analysis of financial management operations; provide advice to program managers, accountants and team members; perform detailed reconciliation between systems to detect discrepancies; analyze problem areas and determine solutions.
