The National Institute of Biomedical Imaging and Bioengineering (NIBIB) is hiring a Chief Information Officer (CIO). This position is located within the Office of Information Technology (OIT), Office of Administrative Management (OAM).

Duties

Manage and lead the OIT staff in providing all aspects of the IT programs and services for the Institute. Consult with NIBIB senior management and staff on the application of IT and software to research administration, and management activities. Represents the institute in NIH IT activities, providing leadership in planning and information deploying systems benefitting the institute, participates in developing and evaluating the NIH IT policy, standards, and resources. Conduct and manage the NIBIB IT Project Management Office responsible. Recommend which IT activities should be performed by contactors, supervises Project Officers, CORs, and Task Monitors. Manage licensing of all software to assure compliance with applicable laws. Develops performance measures as required by law to evaluate IT performance in improving the institutes achievement of its program goals. Serve as the expert authority on range of issues from data management, data archive, database architecture, information systems, computer operations, and networks, and implementation of scientific and business technology infrastructure and systems.

Requirements

  • U.S. Citizenship requirement or proof of being a U.S. National must be met by closing date.

Qualifications

You qualify at the GS-15 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: Managing the design, development, and implementation, of IT infrastructure, systems, and applications to support biomedical imaging and bioengineering research; managing IT programs and projects; providing guidance to senior management officials on IT plans and strategies; overseeing the design and implementation of cyber infrastructure and systems; managing data management activities to support scientific and business needs; overseeing technology innovation for the development of advanced computer techniques; and providing supervision and direction to other staff. You will receive credit for all experience material to the position, including experience gained in religious, civic, welfare, service, and organizational activities, regardless of whether you received pay.
