Duties

Serving as a Accountant GS-0510-7/9/11 makes you a valuable member of the Federal Law Enforcement Training Centers (FLETC) team and mission. This position is located in the Glynco, GA. Typical work assignments include: Providing professional accounting advice and assistance. Assisting senior accountants in preparing, reviewing, and analyzing financial statements. Assisting in the operation of electronic interfaces with computerized accounting/financial management systems. Participating in financial decision-making sessions on the Government Treasury Account Symbol Adjusted Trial Balance System (GTAS), Treasury Information Executive Repository (TIER), and Standard General Ledger (SGL). Approving accounts payable vouchers for disbursement of funds. Processing bills and collecting cash for reimbursable construction services and training supplies. Reconciling subsidiary and general ledger accounts.

Specialized Experience: For the GS-07 grade level: You qualify for the GS-07 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-05 grade level in Federal service, that demonstrates the ability to perform accounting analysis or reconciliations to validate the integrity of data; AND assisting senior staff members with accounting or financial management assignments; OR One full year of graduate level education at an accredited or pre-accredited college or university; OR A combination of successfully completed graduate level education and specialized experience as described above. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application; OR A bachelor's degree with superior academic achievement, which is based on (1) class standing, (2) grade-point average, or (3) honor society membership: Class standing - Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (GPA) - Applicants must have a GPA of: 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum Election to membership in a national scholastic honor society -- Applicants can be considered eligible based on membership in one of the national scholastic honor societies listed by the Association of College Honor Societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. For the GS-09 grade level: You qualify at the GS-09 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-07 grade level in Federal service, that demonstrates the ability to perform accounting analysis or reconciliations to validate the integrity of data; Advising staff on accounting or financial management policies or procedures; AND Making recommendations to improve internal controls in accounting processes or policies or resolve audit findings; OR A master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to Master's degree or equivalent graduate degree in accounting or auditing; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first year may be used to qualify for the GS-09 level. For the GS-11 grade level: You qualify at the GS-11 grade level if you possess one of the following: One year of specialized experience, equivalent to the GS-09 grade level in Federal service, that demonstrates the ability to apply accounting theories, concepts, principles, or standards to the financial activities of an organization; Reconciling administrative or specialized accounts to validate the integrity of accounting data; AND Analyzing accounting systems in order to modify or adapt accounting practices to solve accounting problems.; OR A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. equivalent doctoral degree in accounting or auditing; OR A combination of successfully completed graduate level education and specialized experience as described above that, when combined, equal 100% of the total requirement. This will be calculated using your resume and unofficial transcripts or a list of courses/course hours submitted with your application. NOTE: Only graduate education in excess of the first two years may be used to qualify for the GS-11 level. All qualifications and eligibility requirements must be met by the closing date of the announcement. Time-in-grade: Current General Schedule (GS) federal employees, and those that have served in GS positions within the last 52 weeks, must have served 52 weeks at the next lower grade, or a combination of the next lower grade level and an equivalent band in the federal service by the closing of this announcement. Promotion Potential: This position may be filled at the GS-07, GS-09 or the GS-11 grade level. Promotion to the next grade level may occur without further competition. Note: Current or former Federal employees MUST submit a copy of their SF-50 Form which shows competitive service appointment ("position occupied" block 34 on the SF-50 should show a "1"), tenure group (block 24 should show a 1 or 2), grade, and salary. Education

Positions with Positive Education: In addition to the qualifications listed above, you must possess the following level of education by the closing date of this announcement:

A. Successful completion of a full 4-year course of study from an accredited college or university leading to a bachelor's or higher degree in accounting or auditing or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience - at least four years of experience in accounting or auditing, or an equivalent combination of accounting or auditing experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

1. Twenty four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to six hours of business law;2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., Fifteen semester hours, but that does not fully satisfy the twenty four semester hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A.
