This position is located in the Veterans Health Administration (VHA), Mid-Atlantic Health Care Network (VISN 6) within the Supply Chain Management (SCM) Service at the Durham, NC VA Medical Center (VAMC). As a SCM Team Member, collaborates with senior management leadership and develops supply chain management strategies in support of a VA Health Care System and supported catchment area. Focused on getting the right material, at the right time and right place to support the health care system.

Duties

Duties include but not limited to:Integration Contributes to the resolution of assigned high-priority logistics, supply, distribution, information or service problems through personal action or immediate coordination with required local personnel/activities Serves as an integrator and/or facilitator for contact with supply chain management customers Participates in the development of supply chain management practices for facility maintenance activities Recommends alternate courses of action in resolving problems critical to current and future logistics requirements Reviews, coordinates and integrates commodity management of assets Initiates and tracks forecasting actions for assigned items for future requirements Directs item distribution to storage locations, field supply support activities and customers based on priority, delivery schedules and other requirements Performs logistical assessments of strategic supply support in coordination with the supported customers and alerts management of systemic problems Ensures collaboration with appropriate managers to provide detailed data analysis Determines underlying causes of deficiencies to identify supply chain problem areas Isolates sources of problems, and takes corrective measures by reviewing, interpreting, applying customers' processes and makes recommendations to supervisor Coordinates and communicates projected and programmed new maintenance programs and mission needs directly with logistics Promotes continual improvement actions based on identified metrics and/or process gaps and variation Completes analyses of cost containment and effectiveness, quality and economy of operations, and special surveys Develops designated supply input for fiscal year and long-range plans and programs, analyzing material for reasonableness, consistency, and validity of various assumptions Streamlines budgets while providing quality supplies and products Analytics Analyzes the effectiveness of the supply chain and supported services Develops ongoing strategic analyses across supply chain activities and takes action for improvements Researches and studies private industry as well as Department of Veteran Affairs best practices to develop and apply concepts that best fit and support Supply Chain requirements Provides technical assistance within the areas of logistics planning, logistics integration, support and requirements Recommends changes to procurement actions such as quantity increases, cancellations, quantity cutbacks, delivery rates and ordering periods based on requirement Supports long range supply chain requirements and interactions, optimizing supply chain support Serves as the technical advisor and consultant to top management and respective program managers on both logistical and general management matters Serves as a team member on special projects which require a team of logistics specialists for fulfillment of the assigned function Reviews work in progress and prepares reports/briefings as required upon completion of the project Serves as representative on customer projects and works groups designed to improve joint processes Notifies management of concerns and recommendations for corrective action Training and Customer Service Develops logistics and supply chain management training opportunities and customer supply chain systems, programs, support offerings, supplies and services to collaborative partners and customers Participates in the development of education and training documentation Communicates with customers and personnel on the role logistics plays in maintaining comprehensive logistics support, operational readiness and sustainability Promotion Potential: "Position is at the Full-Performance Level Work Schedule: Monday - Friday, 7:30AM - 4:00PM Telework: Ad Hoc Virtual: This is not a virtual position Position Description/PD#: Logistics Management Spec/PD065890 Relocation/Recruitment Incentives: Not authorized Critical Skills Incentive (CSI): Not approved Permanent Change of Station (PCS): Not authorized PCS Appraised Value Offer (AVO): Not authorized Financial Disclosure Report: Not required

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/11/2023. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-12: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: assisting specialist and/or managers in supply chain management activities; analyze product delivery or supply chain processes to identify or recommend changes; performing or assisting with data analysis, and statistical analysis to identify improvement opportunities. This position requires some degree of specialized knowledge of logistics support activities in areas such as acquisition management, purchasing, transportation, distribution, inventory management and/or control, expendable and non-expendable equipment, and warehouse operations. OTE: Applicants wishing to receive credit for such experience must indicate clearly, in their resume, the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.
