This position is part of the Warfare Centers Personnel Demonstration Project. The NT-5 pay band encompasses positions equivalent to GS-13 and GS-14. You will serve as a Lead IT Specialist (INFOSEC) in the Corporate Operations Department, ACIO/Information Technology Division, IT Operations Branch of the Naval Surface Warfare Center Dahlgren Division, Dam Neck Activity (NSWCDD DNA). This position is salary capped at GS-13, Step 10 (currently $129,625). See "Additional Information" section.

Duties

You will serve as the lead administrator for the C104 Virtual Computing Environment System. You will serve as the 104 Subject Matter Expert for collaborative efforts and tasking with external business partners and other Warfare Center Divisions. You will design, develop and manage IT security systems that meet current and future business requirements. You will lead IT systems development projects from design to support, evaluate the effectiveness of installed systems and services, and provide advice on and devise solutions. You will develop and implement migration strategies, including planning for continuity of operations. You will develop and present plans for integrating new server technology into existing architecture. You will plan and coordinate the installation, configuration, maintenance, and upgrade of enterprise management software and related enterprise-level changes to the systems infrastructure. You will design and Implement Information Security policies and technical capabilities to ensure information systems reliability and accessibility and to prevent and defend against unauthorized access to systems, networks, and data. You will design, implement, and maintain a Virtual Computing enterprise environment.

  • This position is designated as a Cyber IT/Cybersecurity Workforce position. You must obtain and maintain the credentials as described in SECNAV M-5239.2 for specialty area 451 (Systems Administration), Intermediate level within 12 months of appt.
  • This is a bargaining unit position.

Qualifications

FOR NT-05 (GS-13/14 equivalent): Your resume must demonstrate at least one year of specialized experience at or equivalent to the NT-4 pay band (GS-11 and GS-12 equivalency) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying Information Technology (IT) security principles to monitor and evaluate systems compliance with cybersecurity requirements. Examples of qualifying experience may include: (1) ability to provide authoritative advice and guidance on IA related issues and operations; (2) ability to develop and disseminate WFC-Level policy for assigned areas; (3) demonstrated broad knowledge of Warfare Center RDT&E networks and systems; (4) expert knowledge and experience conducting vulnerability scans and recognizing vulnerabilities in security systems; (5) experience applying information assurance (IA) principles and organizational requirements to protect confidentiality, integrity, availability, authenticity, and non-repudiation of information and data; (6) demonstrated broad experience in preparing detailed security certification and accreditation documentation in accordance with RMF/DIACAP methodologies; making recommendations regarding approval, continuance of approval, or disapproval for continued operation of those networks and/or systems; interpreting and applying security requirements; and advising supported agencies on IA requirements and processes; (7) expert experience with Cloud technologies to include AZURE and Amazon Web Services in a DOD environment; (8) experience with the administration and configuration of Microsoft Windows Active Directory Infrastructure such as: Group policy, DNS, DHCP, WSUS, etc… as well as Windows and Linux Operating Systems; (9) experience implementing and troubleshooting DISA STIGs. Your experience must reflect skill in the following areas: attention to detail, customer service, oral communication, and problem solving.
