Duties
Develop, manage, and complete in-house and contracted Telecommunication projects. Includes market research, working with the procurement team to award supplies and service contracts, end-of-life replacement and planning for new technologies, and project compliance and oversight.
Maintain, install, and configure Private Branch Exchange (PBX) administrative telephone networks and trunk based 911 call systems, which support messaging systems, Voice over Internet Protocol (VOIP), digital, and analog business telephone lines. Works closely with the Branch IT staff to migrate switched services to government approved cloud voice and telephone services and integrate them with the local area network and end users. Work with the park's Network Administrator to Ensure that quality of service (QOS) is active on all VoIp and RoIP network circuits to ensure clear communications.
Design, specify, install, repair, and document inside premise wiring, outside cable plants, and network hardware and cabling rack systems for data and voice communications.
Performs as primary point of contact with the Local Exchange Carrier (LEC), competitive LEC or CLEC, and various Internet Service Providers (ISP). Evaluates service provider billing statements to get the best value for services paid by the government and manages circuits to get the most out of available services.
Qualifications

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.
To qualify for this position at the GS-11 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:
EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: analyzing, developing, managing, or improving voice communications systems, and the procedures and requirements that demonstrate knowledge of current developments and trends in telecommunications concepts and technology. The work involves the following types of duties: Plan and provide for the configuration, installation, and management of telecommunications systems to support day-to-day incident response and administrative operations readiness; Plan and provide for telecommunications integration of radio, telephone, and data communications through IT network switches, routers, and leased and proprietary circuits. You must include hours per week worked.

EDUCATION: Successful completion of at least three full years of progressively higher-level graduate education leading to a PH.D. or equivalent doctoral degree (54 semester hours or the number your school uses to represent three academic years of full-time graduate study) in telecommunications management, electrical or electronic engineering, computer science mathematics, information systems management, physics, public utilities, statistics, or a directly related field. You must include transcripts.

Successful completion of a combination of education and experience as described above. For example, 6 months of specialized experience (50% of the experience) and 36 graduate semester hours that, when combined as percentages, meets 100%. You must include transcripts.
